Job Overview:
The SSA Consultant State Coordinator (ENACT Assam) position is crucial for maintaining effective coordination with the State Government regarding the ENACT project, which focuses on enhancing climate adaptation for vulnerable communities through nature-based solutions. The Coordinator will be responsible for ensuring timely implementation of project activities, including organizing trainings, events, and forums, and disseminating information widely. The role requires close collaboration with various stakeholders, including government officials and district teams, to address any challenges in project implementation. The Coordinator will also be tasked with preparing success stories based on project work and facilitating meetings between the Country Office team and senior government officials. This position is vital for ensuring that project activities align with government programs and for exploring opportunities for scaling up project initiatives.

Duties and Responsibilities:
The duties and responsibilities of the SSA Consultant State Coordinator include:
  • Keeping track of project activities and staying updated on developments.
  • Regularly updating the Director of Agriculture on project progress through the assigned Nodal Officer.
  • Supporting the preparation of success stories based on inputs from district and field teams.
  • Disseminating experiences and success stories among stakeholders and forums as authorized.
  • Facilitating meetings between the Country Office team and senior officers of the Government of Assam, including seeking appointments and providing advance briefings.
  • Coordinating field visits for the Country Office team, including notifying beneficiaries and preparing pre-meeting notes.
  • Liaising with district teams and the Country Office to discuss implementation challenges and escalating issues requiring government attention.
  • Identifying strategies for convergence with government agriculture programs to ensure sustainability of project activities.
  • Leading the organization of state-level events related to the ENACT project, including logistics and documentation. 1
  • Contributing to the preparation of a Project Exit Strategy to ensure successful interventions can be continued post-project. 1
  • Exploring additional funding opportunities for project activities. 1
  • Coordinating with Assam Agricultural University and other research stations for support. 1
  • Liaising with other state-level government offices as needed. 1
  • Representing ENACT and WFP at various state-level forums as authorized. 1
  • Undertaking other responsibilities as assigned by WFP and the Department of Agriculture.

Required Qualifications:
Candidates must possess an advanced university degree from a reputable institution in disciplines such as Agriculture Economics, Agribusiness Development, Agronomy, Rural Development, Livelihoods, or related fields. Alternatively, a first-level university degree with additional years of relevant experience may be considered. Candidates should have a strong understanding of project management and coordination, particularly in the context of externally aided projects in agriculture and climate change.

Educational Background:
The educational background required for this position includes an advanced university degree in relevant fields such as Agriculture Economics, Agribusiness Development, Agronomy, Rural Development, or Livelihoods. A first-level university degree may be acceptable if accompanied by significant relevant experience. The emphasis is on obtaining a degree from a recognized institution that provides a solid foundation in the principles and practices relevant to the role.

Experience:
Candidates should have at least five years of professional experience in externally aided projects (EAPs) within the broad areas of agriculture, climate change, women empowerment, or nature-based solutions. This experience should demonstrate a strong understanding of project implementation and coordination, particularly in a governmental or multi-stakeholder context. Proficiency in using internet-based applications and standard office software such as MS Word, Excel, and PowerPoint is also required.

Languages:
Fluency in oral and written communication in English is mandatory for this position. Additionally, fluency in Assamese is desirable, as it will facilitate communication with local stakeholders and government officials.

Additional Notes:
This position is open to Indian nationals only and is available for both internal and external candidates. The contract is a Special Services Agreement for a duration of 11 months, with the possibility of extension until December 202
  • Candidates must be no older than 35 years on the application deadline. The salary for this position ranges from 80,000 to 100,000 INR, depending on qualifications and prior remuneration. Employees will receive medical benefits as per WFP's plan, and all tax liabilities for payments from this contract will be the responsibility of the employee. The position will be based in the Department of Agriculture in Guwahati, with travel to Nagaon District and other locations as needed.
