Job Overview:
The Project Accounting & Financial Management Analyst - Technical Support Unit will play a crucial role in ensuring the effective financial management of projects under the guidance of the National Programme Coordinator. This position involves engaging with stakeholders to achieve project objectives, particularly in collaboration with the Department of Agriculture and Farmers Welfare. The analyst will be responsible for preparing financial reports, assisting in the annual work plan, reviewing audit reports, and identifying capacity-building needs. The role requires a proactive approach to financial reporting and compliance, ensuring that all financial activities align with the organization's standards and regulations. The analyst will also evaluate existing financial systems, recommend improvements, and coordinate internal audits to enhance financial resilience and accountability within the project framework.

Duties and Responsibilities:
The incumbent will report to the National Programme Coordinator and may oversee a Finance Analyst. Key responsibilities include: preparing and submitting financial reports to the Government of India; assisting in the preparation of the annual work plan; reviewing annual audit reports and providing actionable recommendations; identifying capacity-building needs and organizing training programs; reviewing and finalizing financial statements and budget estimates; preparing programme financial statements; evaluating existing accounting systems and recommending improvements; coordinating internal audits; and facilitating audits by the Comptroller and Auditor General of India. The analyst will also perform other duties as necessary for the efficient functioning of the office and organization.

Required Qualifications:
Candidates must possess a professional accounting qualification from an internationally accredited institute or an advanced university degree in Finance or Accounting. Alternatively, a first-level university degree combined with two years of relevant experience may be considered. Candidates with professional qualifications will have an advantage, and those without such qualifications must complete the Finance Training and Certification Programme if recruited. An MBA or master's in finance without an accounting qualification requires passing the UNDP Advanced Accountancy and Finance Test for eligibility.

Educational Background:
A professional accounting qualification from an internationally accredited institute of accountancy is required, or an advanced (Master's) university degree in Finance and/or Accounting. A first-level university degree (bachelor’s degree) with additional qualifying experience may also be considered. Candidates with no professional qualifications must complete the Finance Training and Certification Programme if recruited. Those with an MBA or master's in finance without an accounting qualification must undertake the UNDP Advanced Accountancy and Finance Test to be eligible for shortlisting.

Experience:
A minimum of 2 years of relevant experience in finance and accounting is required for candidates with a master's degree, or 4 years for those with a bachelor's degree. Experience working with Central and/or State Governments or national/international organizations on similar assignments is essential. Candidates should demonstrate the ability to advise on accounting systems and policies, promote optimal use of financial resources, and possess substantive technical knowledge to meet the responsibilities of the position effectively.

Languages:
Fluency in English and Hindi is mandatory for this position. Proficiency in additional languages may be considered an asset but is not required.
