Job Overview: The Supply ChainManagement Officer will play a crucial role in the WHO Health Emergencies incident management system. This position is responsible for managing supply requisitions for emergency responses, ensuring a seamless requisition process at the incident site level. The incumbent will work closely with various stakeholders to facilitate the timely and efficient delivery of supplies necessary for health emergency responses. The role requires proactive engagement in monitoring incoming shipments, ensuring compliance with customs regulations, and maintaining effective communication with the warehouse and shipping teams. The officer will also be involved in improving supply chain processes and addressing any discrepancies that may arise during the shipment and reception of goods.
Duties and Responsibilities:
Provide timely and proactive support for the management of inbound supply chain activities related to custom clearance.
Regularly monitor the status of incoming shipments and communicate necessary information to the Global Supply Chain (GSC) shipping team, WHO freight forwarders, and suppliers.
Review shipping documents and pre-advice from suppliers and freight forwarders, suggesting amendments and improvements as needed.
Ensure that shipping documents are accurate and comply with country importation and customs requirements.
Grant approvals for shipments and track the progress from the country of origin to the destination.
Share timely information regarding incoming shipments with the warehouse team to prepare for receiving goods.
Follow up with the warehouse team for receiving reports and obtain signed documentation confirming the receipt of items.
Address discrepancies in shipments by coordinating with the warehouse team, GSC shipping team, transporters, and other stakeholders.
Maintain archives related to inbound shipments and update relevant tracking sheets and reporting tools as required.
Required Qualifications:
Competencies: Teamwork, respect for individual and cultural differences, and effective communication.
Functional Knowledge and Skills: Knowledge of supply chain management, customs clearance, and import procedures. Proficiency in Microsoft Outlook, Excel, and PowerPoint. Ability to work in a multicultural environment with multidisciplinary teams. Strong problem identification and solving skills are essential.
Educational Background: Essential: Completion of secondary education is required. Desirable: A university degree in development economics, business administration, logistics, engineering, supply chain management, or a related field. Additional training or knowledge of information management systems and their application to supply management and monitoring is also desirable.
Experience: Essential: A minimum of 5 years of experience in supply chain management or supply logistics within humanitarian response operations, customs clearance, or a related field. Alternatively, a combination of a relevant Bachelor's degree with 3 years of experience in the same areas may be considered in lieu of the 5 years of experience. Desirable: Experience working with WHO, the UN system, health cluster partners, recognized humanitarian organizations, or international NGOs in the context of outbreaks and health emergency response is preferred.
Languages: Essential: Expert knowledge of English and Ukrainian is required. Desirable: Intermediate knowledge of other official WHO languages is a plus.
Additional Notes: The position offers an annual base salary starting at USD 19,696, subject to mandatory deductions for pension contributions and health insurance.
