  • The role involves two main components: field deployment and headquarters work. The field deployment aspect requires the HASM to undertake missions lasting from one to three months to support the implementation of Atlas Logistique projects. This may include opening new programs in countries where HI has no presence, launching new projects in countries where HI is already active, or providing support and capacity building for existing Atlas teams. The headquarters work involves capitalizing on field missions, developing reference tools/documents related to humanitarian access and security management, and contributing to the strengthening of emergency deployment mechanisms. The HASM will work closely with Atlas Logistique teams on humanitarian access and security issues, participating in strategic workshops and ensuring operational security for HI/ATLAS teams in the field.

Duties and Responsibilities:
  • Deploy to the field for missions lasting from one to three months to support the implementation of Atlas Logistique projects.
  • Participate in exploratory missions for opening new programs in countries without HI presence.
  • Launch new Atlas projects in countries where HI is already present.
  • Provide support and capacity building for existing Atlas teams.
  • Work at headquarters between missions to develop tools and documents related to humanitarian access and security management.
  • Contribute to the strengthening of emergency deployment mechanisms.
  • Collaborate closely with Atlas Logistique teams on humanitarian access and security issues.
  • Participate in strategic workshops and contribute to operational security for HI/ATLAS teams in the field.
  • Ensure that all activities are conducted in compliance with HI's policies and procedures.

Required Qualifications:
  • University degree or equivalent certification in risk management, international relations, or a relevant discipline.
  • Proven experience (at least 3 years) in security management and humanitarian access within NGOs.
  • Field experience in emergency, complex, and unstable contexts.
  • Strong organizational skills and the ability to prioritize tasks autonomously.
  • Proficiency in French and English (written and spoken). Knowledge of Spanish and/or Arabic is a plus.

Educational Background:
A university degree or equivalent certification in a relevant field such as risk management, international relations, or another pertinent discipline is required for this position. This educational background is essential to understand the complexities of humanitarian access and security management.

Experience:
Candidates must have a minimum of three years of confirmed experience in security management and humanitarian access within non-governmental organizations (NGOs). This experience should include fieldwork in emergency situations, as well as in complex and unstable environments, demonstrating the ability to navigate challenging contexts effectively.

Languages:
Proficiency in French and English is mandatory for this position, with the ability to read, write, and speak both languages fluently. Knowledge of Spanish and/or Arabic is considered an asset and would be beneficial for communication in diverse operational contexts.

Additional Notes:
This is a fixed-term contract (CDD) for 12 months starting in November. The position is based in Lyon, but it requires very regular travel to the field. Benefits include a restaurant ticket card, employer health insurance, a managerial status with 34 paid vacation days and 13 RTT (reduced working time) days annually for full-time employees, a monthly availability bonus of €620 gross (for deployable status within 48 hours), per diem proportional to the monthly per diem of the country during field deployments, and a hardship allowance of €620 gross monthly, proportional to the days spent in field deployment. There is also a favorable telework agreement.
