Job Overview: The Grants Manager will report to the Senior Manager of Finance and Operations and will be responsible for overseeing the end-to-end management of sub-awards within the framework of the Meeting Targets and Maintaining Epidemic Control (EpiC) project. This project is funded by the US Government and aims to provide strategic technical assistance and direct service delivery to achieve HIV epidemic control among at-risk populations, strengthen global health security, improve maternal and child health, address malaria, and promote health systems strengthening. The Grants Manager will ensure compliance with USG regulations and FHI 360 policies while managing grant expenditures and sub-recipient performance. The role requires collaboration with program and technical staff to align grant mechanisms with activity implementation and contribute to donor reports and performance monitoring plans.
Duties and Responsibilities: The Grants Manager will lead the grants administration process, which includes solicitation, review, selection, negotiation, and execution of subawards. Responsibilities also include conducting risk assessments and pre-award due diligence of potential sub-recipients, drafting and amending grant agreements, monitoring grant expenditures, managing subrecipient reporting calendars, and coordinating grant modifications or close-outs. The role requires ensuring compliance with USG regulations and FHI 360 policies, developing tools and procedures for sub-award administration, monitoring risk, and providing support during audits. Additionally, the Grants Manager will provide capacity-building support to local sub-partners, conduct training sessions, facilitate joint planning and budget reviews, and collaborate with various teams to ensure integrated support to partners.
Required Qualifications: Candidates must possess a Master’s degree in Finance, Business Administration, Public Administration, International Development, or a related field. An equivalent combination of education and experience may be considered. Preferred qualifications include certifications such as Certified Public Accountant (CPA), Chartered Accountant (CA), Certified Management Accountant (CMA), or Certified Internal Auditor (CIA).
Educational Background: A Master’s degree in a relevant field is required, with a preference for candidates holding professional certifications in finance or accounting. The educational background should reflect a strong foundation in financial management, public administration, or international development, which is essential for the role.
Experience: The ideal candidate should have at least 7-9 years of experience in grants management or contracts administration, particularly with USG-funded projects. A minimum of 4-5 years of experience in a managerial role within the field is also required. Proven experience in sub-award management, including design, implementation, compliance monitoring, and close-out, is essential. The candidate should demonstrate the ability to manage multiple partners and a complex grants portfolio across various technical areas, such as health security and maternal/child health, and have experience in providing capacity building or technical assistance to local NGOs or community-based organizations.
Languages: Fluency in English and Bangla, both written and oral, is mandatory for this position. Proficiency in additional languages may be considered an asset but is not required.
Additional Notes: This position is based in Dhaka, Bangladesh, and may require regular travel to project implementation sites and sub-partner offices across the country, up to 30% of the time. The role is full-time and contingent upon funding from the Department of State.
