Job Overview:
The Technical Specialist – Global Health Security will play a crucial role in supporting the planning, implementation, and monitoring of Global Health Security (GHS) activities under the EpiC Bangladesh project. This position is vital for building the capacity of local and national systems to prevent, detect, and respond to public health threats, with a specific focus on outbreak prevention. The specialist will engage in various activities, including Risk Communication and Community Engagement (RCCE), One Health integration, and community preparedness. The role requires close collaboration with the Ministry of Health and Family Welfare (MoHFW), One Health Secretariat, and other government, civil society, and development partners to implement risk mitigation strategies and strengthen outbreak response mechanisms. The position is contingent upon funding from the Department of State, emphasizing the importance of effective project management and stakeholder engagement.

Duties and Responsibilities:
The Technical Specialist will be responsible for a wide range of duties, including providing technical support for the development and implementation of GHS-related interventions that align with national and EpiC priorities. Key responsibilities include operationalizing risk communication, infection prevention and control (IPC), and community preparedness frameworks during health emergencies. The specialist will contribute to institutional capacity building in outbreak preparedness, response planning, and multi-sectoral coordination using the One Health approach. Additionally, the role involves designing and implementing community-based surveillance, early warning, and rapid response systems. The specialist will organize training sessions for healthcare workers, veterinarians, local government staff, and environmental health professionals in GHS, RCCE, IPC, and outbreak management. Facilitating joint training and simulation exercises between the human, animal, and environmental health sectors at national and district levels is also a critical responsibility. The specialist will assist in strengthening institutional frameworks, including Standard Operating Procedures (SOPs) and emergency preparedness plans for government, NGOs, and civil society actors. Promoting cross-sectoral collaboration through coordination with relevant ministries and One Health stakeholders is essential. The specialist will support local partner work plan development and monitor activity progress against the workplan throughout the project lifecycle. Coordination and monitoring of local partner subrecipient activities and progress against agreed-upon deliverables, subaward terms and conditions, and targets will also be part of the role. The specialist will contribute to the development of program reports and success stories, ensuring effective communication of project outcomes.

Required Qualifications:
Candidates must possess a Master’s degree in Public Health, Epidemiology, Health Systems, Veterinary Science, Environmental Health, or a related field. A minimum of 5 years of relevant experience in global health security, outbreak response, RCCE, or health systems strengthening is required. Demonstrated experience in implementing One Health or multi-sectoral preparedness approaches is essential. A strong understanding of public health threats in Bangladesh, including zoonotic, vector-borne, and waterborne diseases, is necessary. Experience working with government agencies such as MoHFW and development partners is preferred. Excellent coordination, facilitation, and communication skills are crucial, along with strong writing skills in English and Bangla, including proficiency in report writing and presentation development. Familiarity with USG and/or The President’s Emergency Plan for AIDS Relief-funded programs is also preferred.

Educational Background:
The educational background required for this position includes a Master’s degree in relevant fields such as Public Health, Epidemiology, Health Systems, Veterinary Science, Environmental Health, or other related disciplines. This advanced degree is essential to ensure that the candidate has the necessary theoretical knowledge and practical skills to effectively contribute to the goals of the Global Health Security initiatives.

Experience:
The position requires a minimum of 5 years of relevant experience in areas such as global health security, outbreak response, RCCE, or health systems strengthening. Candidates should have a proven track record of implementing One Health or multi-sectoral preparedness approaches, demonstrating their ability to navigate complex health challenges and collaborate effectively with various stakeholders.

Languages:
Strong proficiency in English and Bangla is mandatory, particularly in writing and communication. Candidates should be capable of producing high-quality reports and presentations in both languages. Additional language skills may be considered an asset but are not mandatory.
