The UNOPS Uzbekistan Office, which operates under AUMCO, was established in Tashkent in October 2022 and supports the Government of Uzbekistan’s development efforts by providing effective project management, infrastructure, and procurement services. Currently, the office is engaged in three significant projects that contribute to Sustainable Development Goal 3 (Good Health and Wellbeing), collaborating with the Government of Uzbekistan and development partners to align with the country's development priorities, including education.
Job Overview: The Support ServicesSenior Associate plays a crucial role in managing a team that provides specialized, technical, and general administrative support services. This position is pivotal in ensuring efficient, client-oriented service delivery while promoting a results-oriented approach. The incumbent will be responsible for overseeing compliance with UNOPS Financial Regulations and Rules, implementing internal standard operating procedures, and proposing initiatives to enhance the efficiency of administrative support services. The role requires managing various administrative functions, including financial resource planning, asset management, travel management, and logistics. Additionally, the Senior Associate will support security" style="border-bottom: 1px dotted #007bff !important;">security management operations, procurement and contract management services, and team management, ensuring high-quality results and compliance with policies and best practices. The position demands a proactive approach to problem-solving and the ability to adapt to changing circumstances while maintaining a focus on quality and efficiency.
Duties and Responsibilities:
Administrative Support Services: Ensure compliance with UNOPS regulations, provide inputs for business process mapping, implement SOPs, propose efficiency initiatives, manage financial resources, oversee asset management, and guide travel management services.
Security Management: Support security operations, act as a focal point for security matters, ensure timely registration of personnel, and contribute to the Business Continuity Plan.
Procurement and Contract Management: Provide procurement services for goods and services, prepare solicitation documents, manage procurement transactions, and process invoices.
Team Management: Manage the administrative support services team, facilitate high-quality service delivery, and ensure compliance with policies.
Information and Knowledge Management: Oversee documentation systems, update the Intranet, deliver training initiatives, and contribute to knowledge networks.
Required Qualifications: Candidates must possess a minimum of seven years of relevant experience in administrative, logistics, or operations support services within national or international organizations. Proficiency in computer applications and office software is required, along with experience in web-based management systems. Familiarity with UN system organizations is desirable, and experience with Enterprise systems like OneUNOPS is an asset. Candidates should demonstrate strong organizational skills, attention to detail, and the ability to manage multiple tasks effectively.
Educational Background: Completion of secondary school is required. A First University Degree in Business Administration, Public Administration, or equivalent disciplines is desirable but not mandatory. A Bachelor’s Degree may substitute for four years of relevant experience, while a Master’s Degree may substitute for six years of relevant experience. In the absence of a degree, administrative certification is considered an asset.
Experience: The position requires a minimum of seven years of relevant experience in general administrative, logistics, or operations support services. Experience in national or international public or corporate organizations is essential, with some experience in UN system organizations being desirable. Candidates should be proficient in computers and office software packages, with experience in handling web-based management systems being a requirement. Familiarity with Enterprise systems, particularly OneUNOPS, is also desirable.
Languages: A working knowledge of English is required, along with fluency in either Uzbek or Russian. Fluency in both languages is considered an asset, enhancing communication and collaboration within the diverse environment of UNOPS.
Additional Notes: The contract type for this position is ICA, with a contract level of L-ICA-7 (ICS-7). The contract duration is open-ended, subject to organizational requirements, availability of funds, and satisfactory performance.
