Job Overview:
The National Consultant on Ending Violence Against Women will provide expert technical support to UN Women's programmatic work aimed at eliminating violence against women and domestic violence in Moldova. The consultant will be responsible for reviewing and aligning national legislation, policies, and regulations with the Istanbul Convention and other international human rights instruments. This position requires close collaboration with national and local authorities, offering specialized guidance, facilitating stakeholder engagement, and promoting the exchange of expertise and best practices. The consultant will report regularly to the EVAW Program staff regarding the progress of deliverables and will be expected to inform UN Women of any unforeseen challenges or risks during the assignment, proposing backup plans to ensure the accomplishment of deliverables. The consultant's work will contribute to the overall goal of ensuring that all women and girls in Moldova live free from violence, fear, and discrimination, with their rights fully protected.

Duties and Responsibilities:
The consultant will be responsible for a variety of tasks, including but not limited to: providing inputs to the development and/or revision of national legal and policy documents or action plans for preventing and combating violence against women and domestic violence; reviewing and analyzing relevant research and studies on VAW and DV; contributing to evaluations of national programs and strategies addressing VAW and DV; designing and delivering tailored capacity-building trainings to service providers and relevant institutions; providing targeted coaching and mentoring to strengthen institutional and operational capacities; and preparing lessons learned reports outlining activities undertaken, results achieved, challenges encountered, and strategic recommendations for sustainability and compliance with international commitments. The consultant will work closely with the UN Women project team and ensure all written products are agreed upon and provided in electronic form, with monthly reports submitted in English.

Required Qualifications:
The position requires a Master's degree in human rights, sociology, gender studies, public relations, development studies, or other social science-related areas relevant to the assignment. Additional training and certification in gender equality, human rights, and gender-based violence would be considered an advantage. The consultant must possess strong knowledge of the work context of centers providing assistance to survivors of violence in Moldova, as well as the ability to conduct evaluations of national programs and strategies addressing VAW and DV. Excellent communication skills, resilience, adaptability, and critical thinking are essential, along with an understanding of intersectionality awareness.

Educational Background:
Candidates must have a Master's degree in relevant fields such as human rights, sociology, gender studies, public relations, development studies, or other social sciences. Additional training and certification in areas related to gender equality and human rights will be viewed favorably, enhancing the candidate's qualifications for the role.

Experience:
A minimum of five years of proven professional experience in the field of gender equality and/or preventing and combating violence against women and domestic violence is required. Candidates must have conducted at least one evaluation of national programs or strategies addressing VAW and DV, and have at least two years of experience in designing and providing training in the field of preventing and assisting women survivors of domestic violence. Additionally, at least one year of experience in conducting needs assessments and providing coaching and mentoring services in the field of VAW and DV is necessary. Previous experience working with women's support centers, governmental and/or non-governmental organizations in the field of gender equality or ending violence against women is advantageous, as is experience with UN agencies or international organizations.

Languages:
Fluency in Romanian and English is required for this position. Knowledge of Russian is considered an asset, enhancing communication capabilities within the diverse context of Moldova.

  • The consultant will work remotely but is expected to have periodic coordination meetings with UN Women representatives to ensure effective collaboration. Payment will be disbursed monthly upon submission and approval of timesheets and reports on completed tasks, contingent upon certification by UN Women that services have been satisfactorily performed. The consultant's performance will be evaluated based on criteria such as timeliness, responsibility, initiative, communication, accuracy, and quality of deliverables.
