Job Overview:
The position involves providing technical support to the Department of Climate Change (DCC) in Vietnam, specifically in mainstreaming gender into the Nationally Determined Contribution (NDC)
  • The consultant team will work closely with various stakeholders, including the Ministry of Agriculture and Environment (MAE) and the Viet Nam Women’s Union, to ensure that gender equality is integrated into climate policies and actions. The role is divided into two main phases: the first phase focuses on conducting gender analyses and developing a gender-responsive Monitoring & Evaluation (M&E) framework for the NDC, while the second phase involves piloting Gender Equality and Social Inclusion (GEDSI) practices in selected sectors. The consultant will report to the Programme Analyst for Climate Change and Disaster Risk Reduction, with oversight from the Programme Management Specialist and the Country Representative.

Duties and Responsibilities:
The consultant will undertake a series of tasks across two phases. In Phase 1, tasks include developing an Inception Report that reviews Vietnam’s climate change and gender-related policies, assessing gender mainstreaming in the 2020 Updated NDC, proposing approaches for integrating GEDSI into the 2025 Updated NDC, and developing a gender-responsive M&E framework. In Phase 2, the consultant will guide the pilot implementation of GEDSI integration in selected sectors, conduct training sessions for stakeholders, and provide technical assistance to enterprises. Regular monitoring and evaluation reports will be prepared to track progress and update results. The consultant will also be responsible for preparing clear and concise reports, presentations, and documentation of success stories and lessons learned.

Required Qualifications:
The position requires a team of national consultants with specific qualifications. The Senior Expert on Gender and Climate Change must hold a Master's degree or higher and have at least 15 years of experience in social development, particularly in gender and climate change. The Gender Equality and Social Inclusion (GEDSI) Expert should have a postgraduate degree (PhD preferred) and at least 10 years of experience in gender equality and social issues. The Monitoring and Evaluation Expert must hold a Master’s degree and have a minimum of 10 years of experience in M&E of development programs. The ESG Expert should have a degree in environmental science or related fields and at least 5 years of consulting experience. All experts must possess strong analytical skills, report writing abilities, and experience working with governmental agencies.

Educational Background:
Candidates must possess relevant educational qualifications. The Senior Expert requires a Master's degree or higher in sociology, development studies, gender studies, climate change, or related fields. The GEDSI Expert should have a postgraduate degree, preferably a PhD, in social sciences or related disciplines. The Monitoring and Evaluation Expert must hold a Master’s degree in project management, social development, or related fields. The ESG Expert should have a degree in environmental science, climate change, or sustainable development.

Experience:
The level of experience required varies by role. The Senior Expert must have at least 15 years of professional experience, while the GEDSI Expert requires a minimum of 10 years. The Monitoring and Evaluation Expert should have at least 10 years of experience in M&E, and the ESG Expert should have at least 5 years of consulting experience in relevant sectors. Experience working with governmental agencies and international organizations is essential for all roles.

Languages:
Fluency in Vietnamese is mandatory for all positions, with proficiency in English also required. The ability to communicate effectively in both languages is crucial for engaging with stakeholders and preparing documentation.

This consultancy is home-based, with potential travel for meetings and workshops organized by UN Women and its partners. The position is part-time, and the contract duration is not specified.
