Job Overview:
The Project Manager will play a crucial role in leading and coordinating the implementation of EpiC’s infectious disease, malaria, and global health security" style="border-bottom: 1px dotted #007bff !important;">security (GHS) activities in Cambodia. This position involves comprehensive planning, execution, and stakeholder engagement to support the national malaria and GHS program. The Project Manager will provide strategic oversight of all related efforts, ensuring alignment with the Government of Cambodia, the U.S. Department of State, and other partners. The role also includes responsibilities for monitoring and evaluation, financial and technical reporting, and managing subcontractors. As a key liaison among local and international stakeholders, the Project Manager will ensure that EpiC’s contributions effectively address emerging gaps in the response and surveillance of infectious diseases, malaria, and GHS.

Duties and Responsibilities:
The Project Manager will manage and oversee the development of projects from initiation to completion, ensuring that project staff are effectively coordinated and that project activities are implemented with quality and accountability. Responsibilities include developing and delivering a comprehensive project management plan, providing guidance and monitoring to project staff, and fostering effective teamwork. The Project Manager will define project scope, goals, and deliverables that align with business objectives, develop project plans and documentation, and identify and resolve project issues. Regular evaluation of project progress, building partnerships essential to project success, and managing operational and tactical aspects of multiple projects are also key duties. The role requires establishing communication schedules to update stakeholders, determining resource requirements, and executing projects according to established plans. Financial management responsibilities include monitoring budget expenditures, managing project funds, and preparing financial reports for funders. Personnel management involves coaching and mentoring project teams to ensure compliance with standards and policies, as well as developing tools for task delegation and performance evaluation.

Required Qualifications:
Candidates must possess a comprehensive knowledge of project management concepts, practices, and procedures, along with strong negotiation and problem-solving skills. Excellent oral and written communication abilities are essential, as well as demonstrated project and personnel management skills. The ability to influence, motivate, and collaborate with others is crucial, along with the capacity to adapt and resolve issues to ensure project completion. Familiarity with project management software and technologies is also required, as well as the ability to recognize the need for standardization while balancing client and organizational needs.

Educational Background:
A minimum of a Master’s degree (or higher) in public health, international development, or a related field is required, with a preferred focus on infectious disease and GHS. This educational background is essential for understanding the complexities of health systems and the management of health-related projects.

Experience:
Candidates should have at least 7-10 years of experience managing malaria, infectious disease, and/or GHS activities in Cambodia. A strong knowledge of the Cambodian health system is necessary, along with demonstrated interpersonal skills in facilitation, stakeholder engagement, and coordination. Familiarity with U.S. Government management, programming, and operations, including regulatory and reporting requirements, is also important. Experience in the government sector and knowledge of training and facilitation techniques are highly valued.

Languages:
Proficiency in English is mandatory, as it is the primary language of communication within the organization and with international stakeholders. Knowledge of Khmer is advantageous, as it facilitates communication with local partners and stakeholders.
