Job Overview:
The Deputy Representative at UNFPA plays a pivotal role in the formulation and delivery of the UNFPA country programme, directly supporting the UNFPA Representative in managing the day-to-day operations of the Country Office. This position is critical in navigating a highly complex operating environment, fostering important partnerships, and representing UNFPA at regional levels. The Deputy Representative is responsible for ensuring that the Country Programme aligns with national development efforts and the Sustainable Development Goals (SDGs). This role requires a strong commitment to the principles of the International Conference on Population and Development (ICPD) and involves promoting the integration of population, sexual and reproductive health, and gender issues into broader development and humanitarian agendas. The Deputy Representative will lead the country team, providing guidance and support to staff, and will be instrumental in developing innovative programme strategies that respond to the needs of the country.

Duties and Responsibilities:
The Deputy Representative's duties encompass a wide range of responsibilities, including: 1) Programme Leadership: Ensuring the quality development and delivery of integrated technical and programmatic support that meets country needs and achieves ICPD goals and SDGs. This includes assessing national trends, consulting with stakeholders, and recommending areas of assistance based on demographic and socio-economic data. 2) National Capacity Development: Implementing strategies for capacity building at the country level, providing technical and political support to strengthen national capacities on thematic programmes, and creating an enabling environment for the ICPD agenda. 3) Partnerships and Advocacy: Enhancing the capacity of the country office to build sustainable partnerships and advocate effectively for the ICPD agenda, promoting South-South cooperation, and maintaining communication with government and donors. 4) Resource Management: Supporting the UNFPA Representative in managing the Country Office's operations, formulating annual work plans, ensuring compliance with financial regulations, and mobilizing additional resources. 5) Staff Management: Supervising international and national programme staff, fostering a harmonious working environment, and promoting staff development and empowerment. 6) Administrative Services: Coordinating administrative services and providing support to Junior Professional Officers and United Nations Volunteers. 7) security" style="border-bottom: 1px dotted #007bff !important;">Security Strategy: Advising on the establishment of a security strategy and ensuring an ethics-based approach to resource management.

Required Qualifications:
Candidates must possess a Master's degree or advanced university degree in fields such as Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, Public Administration, Management, or related areas. Additionally, candidates should have at least ten years of progressively responsible professional experience in development and population activities, including programme design, appraisal, and management. Experience in humanitarian response programming is considered an asset. Candidates should demonstrate the ability to lead and manage large multi-cultural teams, possess excellent communication skills in English, and have a strong interest in development, humanitarian, and peace response work, particularly in alignment with UNFPA's mission. Proficiency in current office software applications is also required.

Educational Background:
The educational background required for this position includes a Master's degree or advanced university degree in relevant fields such as Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, Public Administration, Management, or other related disciplines. This advanced education is essential for understanding the complexities of population dynamics, sexual and reproductive health, and gender issues, which are central to UNFPA's work.

Experience:
Candidates are expected to have a minimum of ten years of increasingly responsible professional experience in the field of development and population activities. This experience should include programme design, appraisal, and management, with a strong emphasis on humanitarian response programming. Proven ability to lead and manage large multi-cultural teams to achieve demonstrable results is crucial, as is experience in fostering partnerships and advocating for organizational goals in population change, sexual and reproductive health, and gender issues. Field experience is considered a strong asset, as it provides practical insights into the challenges and opportunities faced in implementing UNFPA's programmes.

Languages:
Fluency in English is mandatory for this position, as effective communication is essential for fostering partnerships and maintaining political relationships. Additionally, fluency in Arabic is considered an advantage, as it may facilitate communication with local stakeholders and enhance the effectiveness of advocacy efforts.
