Job Overview: The National Expert for the Law on the Protection of Competition will play a crucial role in supporting the Ministry of Economic Development in Montenegro. This position involves providing expert legal advice and assistance in the finalization of the Draft Law on Amendments to the Law on the Protection of Competition. The expert will work closely with government officials and stakeholders to facilitate discussions and gather input on the proposed amendments, ensuring a comprehensive and inclusive approach to the legislative process.
Duties and Responsibilities: The duties and responsibilities of the National Expert include:
Conducting a thorough review of the existing Law on the Protection of Competition and identifying areas that require amendments.
Engaging with stakeholders, including government officials, legal experts, and civil society, to gather insights and feedback on the proposed changes.
Drafting detailed reports and recommendations based on the analysis of the current law and stakeholder consultations.
Preparing the final draft of the amendments to the Law on the Protection of Competition, ensuring clarity, coherence, and compliance with international legal standards.
Presenting findings and recommendations to the Ministry of Economic Development and other relevant authorities.
Providing ongoing legal advice and support throughout the legislative process, including responding to queries and clarifications from stakeholders.
Ensuring that the final law promotes fair competition and protects consumer rights effectively.
Required Qualifications: Candidates must possess a strong background in competition law, with a deep understanding of legal frameworks governing competition in Montenegro and internationally. A proven track record of working with government institutions or international organizations on legal reforms is essential. Additionally, candidates should demonstrate excellent analytical and drafting skills, with the ability to communicate complex legal concepts clearly and effectively. Strong interpersonal skills are also required to engage with various stakeholders and facilitate discussions.
Educational Background: A law degree from a recognized university is mandatory, with a specialization in competition law or economic law being highly desirable. Advanced degrees such as a Master's or PhD in relevant fields will be considered an asset. Continuous professional development in competition law and related areas is also preferred.
Experience: Candidates should have a minimum of 5 years of professional experience in legal practice, specifically in the area of competition law. Experience working with governmental bodies or international organizations on legal reforms is highly advantageous. Familiarity with the legislative process in Montenegro and previous involvement in drafting legal documents will be considered a strong asset.
Languages: Fluency in both Montenegrin and English is mandatory, as the expert will need to communicate effectively with local stakeholders and produce documentation in both languages. Knowledge of additional languages, particularly those relevant to the region, will be considered a plus.
