Job Overview: The National Senior Gender Mainstreaming and Public Policies Consultant will play a crucial role in advancing gender equality and women's empowerment in Lebanon. This position involves providing expert advice and support to the UNDP and its partners in integrating gender perspectives into public policies and programs. The consultant will be responsible for conducting assessments, developing strategies, and facilitating training sessions aimed at enhancing the capacity of stakeholders to implement gender-sensitive policies. The consultant will also engage with various stakeholders, including government agencies, civil society organizations, and international partners, to promote gender mainstreaming initiatives. The assignment is expected to span 60 working days over a period of 16 weeks, during which the consultant will be required to deliver high-quality outputs that align with UNDP's objectives and the specific needs of the Lebanese context.
Duties and Responsibilities: The consultant will be responsible for the following duties:
Conduct a comprehensive analysis of existing public policies in Lebanon to identify gaps and opportunities for gender mainstreaming.
Develop a strategic framework for integrating gender perspectives into public policies and programs, ensuring alignment with national and international commitments.
Facilitate workshops and training sessions for government officials and stakeholders to enhance their understanding of gender issues and the importance of gender mainstreaming.
Provide technical support to the development of gender-responsive budgets and resource allocation strategies.
Prepare detailed reports and recommendations based on findings and consultations with stakeholders.
Engage in advocacy efforts to promote gender equality and women's rights at various levels.
Ensure that all deliverables meet the quality standards set by UNDP and are submitted within the agreed timelines.
Required Qualifications: The ideal candidate should possess the following qualifications:
A Master's degree in Gender Studies, Public Policy, Social Sciences, or a related field.
Extensive knowledge of gender issues, gender mainstreaming strategies, and public policy frameworks.
Proven experience in conducting gender analysis and developing gender-responsive policies.
Strong analytical and research skills, with the ability to synthesize complex information into actionable recommendations.
Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
Familiarity with the UN system and its policies on gender equality is an asset.
Proficiency in using relevant software and tools for data analysis and reporting.
Educational Background: Candidates must have a Master's degree or higher in a relevant field such as Gender Studies, Public Policy, Social Sciences, or a related discipline. A strong academic background in gender issues and public policy is essential for this role, as it will provide the necessary foundation for understanding the complexities of gender mainstreaming in the context of Lebanon.
Experience: Candidates should have a minimum of 5 years of professional experience in gender analysis, public policy development, or related fields. Experience working with international organizations, particularly in the context of gender mainstreaming and women's empowerment, is highly desirable. The consultant should also have a proven track record of successfully implementing gender-sensitive initiatives and engaging with various stakeholders in the public and private sectors.
Languages: Fluency in Arabic and English is mandatory, as the consultant will be required to communicate effectively with local stakeholders and produce reports in both languages. Knowledge of French is considered an asset, as it may facilitate engagement with certain partners and stakeholders in Lebanon.
Additional Notes: This position is offered as an individual contractor role, with a contract duration of 60 working days spread over 16 weeks. The consultant will be expected to work flexibly and may need to adjust their schedule to accommodate meetings and workshops with stakeholders.
