Job Overview: The Human Resources Assistant position is designed to provide comprehensive support to the Human Resources Officer, the Operation Officer, and technical staff in implementing human resources procedures. The role is crucial in ensuring that HR services for staff at the country office are consistent with WHO's staff regulations and rules, policies, and procedures. The incumbent will analyze and monitor HR needs and requirements to develop and implement flexible solutions, ensuring that HR services align with WHO’s organizational objectives and the Country Cooperation Strategy. This position also supports the continuity and quality of service across national and non-staff HR operations, contributing to the overall effectiveness of WHO's presence in the country.
Duties and Responsibilities: The incumbent will be responsible for a variety of HR-related tasks, including providing timely advice and guidance to staff, non-staff, and managers on WHO HR rules and procedures. They will brief new staff and consultants on onboarding procedures and support departing or reassigned staff with formalities and benefits. The role involves coordinating the recruitment and contract management of non-staff personnel, contributing to the recruitment and selection process of staff, and monitoring HR actions in the Global Management System (GSM) and Stellis. Additionally, the incumbent will prepare HR reports, support performance management processes, act as a focal point for WHO HR-related systems, and contribute to team learning by supporting newly appointed HR Assistants. Participation in HR-related projects and inter-agency coordination is also expected, along with performing any other related duties as assigned.
Required Qualifications: Candidates must possess a university degree in human resources management, public or business administration, law, social science, or a related field. Knowledge of HR policies and practices in the UN Common System is desirable. Essential skills include a strong understanding of human resources policies, the ability to identify issues and formulate recommendations, and excellent written communication skills. Candidates should demonstrate sound analytical and organizational skills, time management abilities, and the capacity to promote consensus and guide others effectively.
Educational Background: A university degree in human resources management, public or business administration, law, social science, or a related field is essential for this position. Desirable qualifications include knowledge of HR policies and practices within the UN Common System, which would enhance the candidate's ability to navigate the complexities of HR in an international context.
Experience: Candidates should have at least one year of experience in the field of human resources services. Relevant experience within WHO or the UN System is considered desirable, as it would provide valuable insights into the specific HR practices and challenges faced in these organizations.
Languages: Expert knowledge of English and Arabic is essential for this position. Proficiency in these languages will enable effective communication with staff and stakeholders, ensuring that HR services are delivered efficiently and in accordance with WHO standards.
Additional Notes: This position is classified as a National Professional Officer role, meaning that only applications from nationals of Israel will be accepted. The remuneration for this position includes an annual base salary starting at ILS 236,510, subject to mandatory deductions for pension contributions and health insurance. Employees are entitled to 30 days of annual leave.
