Job Overview: The HACT Coordinator will play a pivotal role in overseeing the implementation of the Harmonized Approach to Cash Transfers (HACT) within the UNFPA Country Office. This position requires close collaboration with various units, including the operation unit, program units, and the Programme Operation Support Unit. The HACT Coordinator will be responsible for ensuring compliance with HACT policies, responding to headquarters requirements, and preparing the annual assurance plan for the Country Office. The role involves regular communication with HQ and the Regional Office, ensuring accountability and compliance with HACT fulfillment, and supporting the implementation of NEX, HACT audits, and assurance activities. The HACT Coordinator will also facilitate knowledge sharing and capacity building for UNFPA staff and implementing partners, mapping assurance activities results, and identifying areas for improvement. This position is crucial for maintaining the integrity and effectiveness of UNFPA's financial management and program implementation.
Duties and Responsibilities: The HACT Coordinator will be responsible for a wide range of duties, including:
Supporting HACT planning by participating in discussions and assisting in the development of the HACT assurance plan through research and data analysis.
Preparing information on shared implementing partners with other UN agencies to facilitate joint planning and execution of micro assessments and audits.
Planning and coordinating spot check visits across all governorates in collaboration with the HACT team and implementing partners.
Serving as the reference person for HACT implementation, facilitating the execution of HACT activities by external service providers, and ensuring they have the necessary information for effective completion of assignments.
Conducting and coordinating spot checks of implementing partners and preparing HACT implementation status reports.
Developing and monitoring CO HACT-related SOPs and internal procedures, including issue escalation processes.
Compiling inputs for spot check reports and ensuring they are uploaded to the IPAS system.
Reviewing draft audit reports and providing feedback to finalize them, as well as sharing findings with management and program units.
Participating in inter-agency events and HACT working group meetings to promote information sharing and best practices. 1
Identifying and sharing lessons learned from HACT implementation for broader knowledge development and capacity building activities.
Required Qualifications: Candidates must possess a completed secondary level education (High School or Equivalent) as a minimum requirement. Additionally, a minimum of 7 years of progressively responsible finance experience is required. Candidates should have experience in using computers and office software packages, particularly MS Word and Excel, with advanced knowledge of spreadsheet applications and web-based management systems. Strong analytical skills and the ability to synthesize information are essential for this role, as well as a commitment to UNFPA's values and mission.
Educational Background: The educational background required for this position includes a completed secondary level education, which is equivalent to high school. While higher education may be beneficial, it is not explicitly required for this role.
