Job Overview:
The position of Software Architecture Consultant and Project Manager involves a comprehensive analysis, design, development, and implementation of improvements to the Electronic Visa System (e-VISAS) in Ecuador. This role requires the consultant to work closely with the Ministry of Foreign Affairs and Human Mobility, ensuring that all enhancements align with the established architecture and technical specifications. The consultant will be responsible for overseeing the quality control and production deployment of functionalities, particularly focusing on the international protection module. The consultant will also take on the role of Project Manager, ensuring that the project adheres to timelines, budgets, and quality standards. This includes planning project scope, scheduling, and budget management, as well as coordinating team tasks and managing risks. Additionally, the consultant will automate and maintain the infrastructure for development, testing, and production environments, ensuring the security" style="border-bottom: 1px dotted #007bff !important;">security and performance of the electronic visa issuance platform.

Duties and Responsibilities:
The consultant will be tasked with defining the system architecture, selecting appropriate technologies and frameworks, and establishing development standards and best practices. Responsibilities include ensuring the scalability, performance, and security of the solution, assisting in key development decisions, evaluating technical risks, and proposing solutions. As a Project Manager, the consultant will plan and define project scope, schedule, and budget, coordinate team tasks, monitor progress, and manage risks. The consultant will also automate and maintain infrastructure, design CI/CD pipelines, manage infrastructure as code, configure environments, and ensure system availability and performance. Furthermore, the consultant will review architecture designs for security risks, define security policies, analyze source code, conduct penetration testing, and implement access control policies. The consultant will also be responsible for training the team on secure development practices.

Required Qualifications:
Candidates must possess a higher education degree in information technology, along with certification in project management. Knowledge of microservices architecture, security, and infrastructure is essential. The consultant should have at least 15 years of experience in large-scale technology projects, preferably in government systems or high-availability platforms. Familiarity with CI/CD processes, server management, database configuration, and cybersecurity measures is required. Experience with Microsoft Power Platform, particularly Power Automate, is also necessary. Candidates should provide certificates validating their participation in similar consultancy projects.

Educational Background:
The consultant must hold a professional degree in information technology or a related field, with additional certification in project management. A strong understanding of microservices architecture, security protocols, and infrastructure management is crucial for this role.

Experience:
The position requires a minimum of 15 years of experience in large-scale technology projects, with a preference for experience in government systems or platforms that require high availability. Candidates should have a proven track record in managing infrastructure and continuous deployment processes, as well as experience in cybersecurity measures, especially in projects involving sensitive data. At least 3 years of experience in similar consultancy roles is also required, with supporting documentation to validate this experience.

Languages:
Proficiency in English, French, and Spanish is required, as these are the official languages of IOM. Candidates will be evaluated on their language skills during the selection process, which may include written and oral assessments.

Additional Notes:
The position is based in Quito, Ecuador, and all activities will be conducted there. The appointment is subject to funding confirmation and medical fitness certification. IOM provides coverage for occupational accidents and illnesses but does not offer evacuation or medical insurance for non-occupational issues.
