Job Overview:
The position of Responsable Programme SAME involves overseeing the implementation of food security and livelihoods programs in the Gothèye department of Niger. The successful candidate will be responsible for recruiting and managing a program team, organizing project launch workshops, and initiating project activities. This role requires a strong focus on planning and monitoring tools, financial planning, and coordination with partners in the food security sector. The candidate will also need to ensure effective communication and collaboration with various stakeholders to avoid duplication of efforts. The position is critical as it marks the second project implementation in the SAME sector in Niger, necessitating close monitoring for potential future extensions. The role demands adaptability to the challenging security context in the region, with frequent movements to intervention sites based on accessibility.

Duties and Responsibilities:
The main duties and responsibilities of the Responsable Programme SAME include:
  • Recruiting and training the program team for the SAME project.
  • Organizing and facilitating the project launch workshop in coordination with the EHA/abris program manager and support services colleagues.
  • Initiating project activities, including site selection and beneficiary household identification.
  • Setting up and implementing project planning and monitoring tools, including operational timelines and financial planning tools.
  • Collaborating with the base SERA officer to develop the project's SERA plan and tools for conducting the initial baseline survey.
  • Engaging with partners in the food security and livelihoods sector to ensure effective coordination and avoid overlaps.
  • Developing a needs monitoring tool for the SAME intervention area and preparing terms of reference for technical diagnostics.
  • Managing security and access challenges in the Tillabéry region, ensuring the safety of program staff during site visits.
  • Reporting on project progress and challenges to the program coordinator and other stakeholders.

Required Qualifications:
The ideal candidate for the Responsable Programme SAME position should possess the following qualifications:
  • A degree in agriculture or a related field.
  • A minimum of 3-4 years of experience in the humanitarian sector.
  • Previous experience in a similar role is preferred, with 0-2 years of direct experience in food security and livelihoods programs.
  • Strong technical skills in food security and livelihoods activities, including knowledge of assistance mechanisms and project management tools.
  • Excellent report writing skills and the ability to communicate effectively with diverse stakeholders.

Educational Background:
Candidates must have at least a bachelor's degree in agriculture or a related discipline. This educational background is essential to understand the complexities of food security and livelihoods programming and to effectively manage the associated challenges in the field.

Experience:
The position requires candidates to have a minimum of 3-4 years of experience in the humanitarian sector, with a focus on food security and livelihoods. While direct experience in a similar role is preferred, candidates with relevant experience in related fields may also be considered. The role demands a strong understanding of project management and the ability to navigate the complexities of humanitarian interventions in challenging environments.

Languages:
Fluency in French is mandatory for this position, given the operational context in Niger. Proficiency in English is considered an asset, as it may facilitate communication with international partners and stakeholders. Knowledge of local languages may also be beneficial for community engagement and outreach.

  • The role is based in Gothèye, with frequent travel to intervention sites. The salary is competitive, starting at EUR 2245 gross per month, which includes a base salary and a 10% annual leave allowance paid monthly. Additionally, a monthly per diem of USD 550 is provided. SI covers accommodation costs and travel expenses between the expatriate's home country and the duty station. The organization also offers a break system, allowing for 7 working days off every three months, with additional rest days accrued monthly. Expatriates receive comprehensive health insurance covering medical expenses, including dental and optical care, as well as necessary vaccinations and malaria treatment. Living conditions in Gothèye are comfortable, with access to internet and essential amenities, while the guest house in Niamey offers modern facilities and recreational opportunities.
