Job Overview: The Programme Analyst position at UN Women is crucial for supporting the planning and implementation of the regional programme 'EU4 Gender Equality – Women’s Economic Empowerment and Ending Violence Against Women in the Western Balkans.' This role involves working closely with the Regional Programme Analyst to ensure that the programme's activities align with the intended results and objectives. The Programme Analyst will be responsible for monitoring the implementation of activities according to the work plans and results framework, providing technical guidance, and overseeing the work of experts and responsible parties. The position requires a collaborative approach, working with various stakeholders including government officials, civil society, and UN Women HQ personnel to ensure successful programme delivery. The Programme Analyst will also contribute to the development of programme strategies, provide technical support to partners, and assist in monitoring and reporting on programme progress.
Duties and Responsibilities: The Programme Analyst will have a comprehensive set of responsibilities, including:
Contributing technically to the development of programme strategies in the areas of EVAW and WEE, providing substantive inputs to the design and formulation of programme activities.
Providing technical support to the implementation of the UN Women component of the Joint Programme, including coordinating the annual workplan and budget, monitoring programme activities, and training partners on Results Based Management.
Monitoring and reporting on programme activities, results, and indicators, providing inputs to quarterly and donor reports.
Managing the finances of the programme, including monitoring financial resources, making budget revisions, and ensuring compliance with financial reporting requirements.
Building partnerships and resource mobilization strategies, providing inputs to resource mobilization documentation and maintaining relevant databases.
Providing administrative and logistical support for programme implementation, including organizing events and making travel arrangements.
Performing other duties as necessary for the efficient functioning of the Office and the Organisation.
Required Qualifications: Candidates must possess a Master’s degree or equivalent in social sciences, human rights, gender/women’s studies, international development, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification is considered an added advantage. Candidates should demonstrate strong analytical skills, knowledge of Results Based Management, and the ability to gather and interpret data effectively. Familiarity with EVAW and WEE is essential, along with the ability to communicate effectively and engage stakeholders.
Educational Background: The educational background required for this position includes a Master’s degree or equivalent in relevant fields such as social sciences, human rights, gender/women’s studies, or international development. A first-level university degree may be accepted if accompanied by additional qualifying experience. A project/programme management certification would enhance a candidate's profile.
Experience: Candidates should have at least 2 years of relevant work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting, and capacity building. Experience in providing financial and budget support to programmes/projects is required, along with a demonstrated ability to manage or implement EC funded projects. Experience in developing detailed reports for donors and supporting multiple offices simultaneously is also advantageous. Proficiency in using computers and office software packages, as well as web-based management systems, is essential.
Languages: Fluency in English and Serbian is mandatory for this position. Knowledge of another official UN language, such as French, Arabic, Chinese, Russian, or Spanish, is desirable and would be considered an asset.
