Job Overview: The Managing Director (MD) for South-Eastern Europe (SEE) plays a pivotal role in overseeing the Bank's operations and strategic initiatives across the Western Balkans, which includes countries such as Serbia, Montenegro, Albania, Kosovo, North Macedonia, and Bosnia & Herzegovina, as well as Romania, Bulgaria, Greece, and Cyprus. The MD is responsible for formulating and executing the Bank's business plan and country strategies for the region, ensuring alignment with the overall mandate of the EBRD. This position requires strong leadership skills to manage and motivate a large team, engage in business development, and facilitate policy dialogue with government authorities and other stakeholders. The MD will also collaborate with other regional and sector MDs to contribute to the Bank's strategic direction and transformation agenda, ensuring efficient resource utilization and adherence to the Bank's operational principles. The role is based in the Belgrade Regional Hub Office, where the MD will lead the regional business group dedicated to SEE and perform the duties of Country Director for Serbia, overseeing comprehensive activities across the region.
Duties and Responsibilities: The MD will define the strategic direction of the Bank in consultation with stakeholders, ensuring the delivery of the strategy across all relevant business areas in the SEE region. Responsibilities include prioritizing and managing activities according to country strategies, advising the relevant teams and executive management on strategic matters, and engaging with Board members to maintain support for the Bank's activities. The MD will provide business leadership, ensuring the successful execution of investment projects and policy reform operations, while maintaining compliance with the Bank's integrity procedures. The role involves leading policy reform dialogue with governments, representing the Bank in high-level relationships, and overseeing the existing portfolio of loans and investments. The MD will also be accountable for the effective management of the regional offices, budget, and resources, ensuring adherence to the Bank's rules and procedures. Additionally, the MD will champion the Bank's Leadership Competencies and Workplace Behaviours, promoting a culture of integrity and ethical conduct within the team.
Required Qualifications: Candidates must possess extensive relevant international experience, ideally within a major investment, commercial, or development bank, with significant exposure to the EBRD region. High-level banking skills and expertise in developing, structuring, negotiating, and monitoring investment transactions are essential. Experience in leading policy reform dialogue with government authorities and international financial institutions is required, along with a proven track record in developing and implementing strategic plans within a sector or country. The ability to negotiate and manage complex situations with multiple stakeholders is crucial, as is experience in leading and developing large teams. Strong partnership skills are necessary to engage positively with senior management groups and contribute to the Bank's continuous improvement programme.
Educational Background: A relevant academic background at the post-graduate level is required, or an equivalent combination of academic and professional qualifications. Candidates should have a strong foundation in finance, economics, or a related field, which will support their ability to navigate the complexities of investment banking and policy reform in the region.
Experience: The position requires a high level of experience, with a focus on international banking and investment operations. Candidates should have a demonstrated history of accomplishments in leading teams, managing complex projects, and engaging with various stakeholders. Experience in the EBRD region, particularly in Serbia and Romania, is highly desirable, as it will enhance the candidate's ability to understand the local context and challenges.
Languages: Fluency in English is mandatory, as it is the working language of the Bank. Knowledge of additional languages relevant to the SEE region, such as Serbian, Romanian, or Bulgarian, would be considered an asset and beneficial for engaging with local stakeholders and authorities.
