Job Overview:
The Senior Adviser Human Rights and Non-Discrimination will play a pivotal role in managing the Human Rights and Non-discrimination Section within the OSCE Mission to Serbia. This position requires a deep understanding of human rights issues, particularly in post-conflict and multi-ethnic environments. The adviser will be responsible for planning, developing, and implementing programs that align with the mission's objectives to support Serbia's democratization process. The role involves supervising a team of national staff, drafting strategic proposals, formulating policies, and ensuring effective management of resources. The adviser will also represent the section at various events and liaise with government officials and civil society to ensure a coordinated approach to human rights and non-discrimination initiatives.

Duties and Responsibilities:
The Senior Adviser will oversee the Human Rights and Non-discrimination Section, managing a team of seven national staff. Key responsibilities include: planning and implementing programs in line with the mission's mandate; supervising staff performance and professional development; drafting proposals for state institutions and civil society; formulating policies to promote human rights reforms; managing OSCE funds related to the section's programs; preparing reports on human rights practices; delivering presentations and representing the section at events; liaising with government officials and international organizations; ensuring synergy with other mission interventions; and performing additional duties as assigned by the Head of the Democratization Department.

Required Qualifications:
Candidates must possess a first-level university degree in a relevant field such as political sciences, social sciences, international relations, public policy, or law. They should have a minimum of six years of relevant professional experience, demonstrating strong organizational, communication, analytical, and interpersonal skills. Additionally, candidates must have excellent knowledge of international human rights standards and a solid understanding of democratic development in complex environments. Experience in project management, policy formulation, and advocacy is also essential.

Educational Background:
A bachelor's degree or equivalent in a relevant field is required for this position. This educational background should provide a solid foundation in political sciences, social sciences, international relations, public policy, or law, which are critical for understanding the complexities of human rights and non-discrimination issues.

Experience:
The position requires a minimum of six years of relevant professional experience. This experience should ideally include work in public administration, international organizations, civic associations, or political affairs, with a focus on human rights and non-discrimination. Candidates should demonstrate a proven track record in managing projects and working collaboratively with diverse teams.

Languages:
Professional fluency in English, both oral and written, is mandatory for this position. Knowledge of the local language or the most common lingua franca spoken in the mission area is desirable but not required. Candidates should be able to communicate effectively with a variety of stakeholders, including government officials and civil society representatives.

Additional Notes:
This position is classified as a senior professional role under the OSCE's international secondment contract type. The contract is fixed-term and full-time, with a maximum service period of seven years in the same mission. The target start date for this position is April 1, 202
