Job Overview:
The position of Individual Consultant for the Student Tracking System (STS) Enhancement is a critical role within the UNESCO Phnom Penh Office, specifically under the Education Unit. The consultant will be responsible for providing technical support to the EMIS Department of the Ministry of Education, Youth and Sport (MoEYS) in Cambodia. This role is part of the Strengthening Teacher Education Programmes in Cambodia (STEPCam) initiative, which aims to improve the quality of education and learning outcomes for students in the country. The consultant will work closely with the STEPCam Programme Manager and the National Project Officer to enhance the existing STS, ensuring it is ready for nationwide deployment. The consultant will analyze the current software and hardware performance, develop a mobile application, and provide ongoing technical support to ensure the operational capacity of the STS. This position requires a strong background in information systems and a commitment to improving educational outcomes through technology.

Duties and Responsibilities:
The duties and responsibilities of the Individual Consultant include performing a diagnostic assessment of the current Student Tracking System (STS) to identify any bugs or errors affecting its performance. The consultant will lead the development of a fully functional mobile application for the STS, ensuring it is user-friendly and compatible with both iOS and Android platforms. Additionally, the consultant will provide technical support to the EMIS Department, reviewing server capacity, optimizing software and database performance, and recommending hardware specifications for the STS expansion. The consultant will also enhance system features and functionalities based on the EMIS Department's recommendations, develop user guidelines, and provide capacity building to the EMIS team. Regular progress reports and deliverables will be required throughout the contract period, culminating in a final report detailing the successful completion of all tasks.

Required Qualifications:
The required qualifications for this position include a relevant university degree in information systems, computer science, or information technology. Candidates must have a minimum of 5 years of experience in developing enterprise information systems and at least 3 years of experience working with the PHP framework Laravel and MySQL. Proficiency in mobile application development for both iOS and Android platforms is essential, along with the ability to develop RESTful APIs. Familiarity with technologies such as CSS Bootstrap, Javascript, Jquery, Ajax, Json, React, Git, and Docker is advantageous. Candidates should possess excellent planning, organization, and monitoring skills, as well as the ability to develop user guidelines and technical documentation. Experience in Management Information Systems in Education and web security is also required.

Educational Background:
Candidates must hold a relevant university degree in fields such as management of information systems, computer science, or information technology. This educational background is crucial for understanding the technical aspects of the STS and for effectively contributing to its enhancement and deployment.

Experience:
The position requires a minimum of 5 years of professional experience in the development of enterprise information systems. Additionally, candidates should have at least 3 years of experience specifically in PHP framework Laravel and MySQL. Experience in mobile application development and familiarity with various programming technologies and tools is also necessary to fulfill the responsibilities of the role effectively.

Languages:
Effective verbal and written communication skills in English are mandatory for this position. Additionally, native proficiency in verbal and written Khmer is required, as the consultant will be working closely with local stakeholders and the EMIS Department.

• The Individual Consultant is expected to work full-time and may be required to work on-site at the MoEYS or from the UNESCO Phnom Penh Office. The consultant will be responsible for providing their own tools and equipment necessary for the assignment. The MoEYS will provide a working space and access to essential resources such as the internet and printing facilities.
