Job Overview: The Programme Analyst position is designed for a Junior Professional Officer (JPO) who will work under the supervision of the Cluster Lead for Environment, Climate Change, and Energy. The role involves supporting the design, implementation, and monitoring of UNDP’s programs in Moldova, particularly in the areas of green development and energy/climate change. The JPO will engage in various learning and development opportunities, including participation in induction courses, masterclasses, and networking with other young professionals. The position aims to equip the JPO with the necessary skills and experience to advance the Sustainable Development Goals (SDGs) and contribute positively to the development agenda in Moldova. The JPO will also be involved in strategic management and oversight of energy and climate change projects, ensuring that UNDP’s initiatives align with national priorities and international standards.
Duties and Responsibilities:
Manage and oversee the implementation of energy and climate change projects within the EECC Portfolio, ensuring results-based monitoring and evaluation.
Strengthen UNDP's positioning and representation in the green development sector, collaborating with key partners and stakeholders.
Conduct research and analysis to support the formulation of project proposals related to green transition.
Provide technical advice and capacity building for project teams, enhancing their effectiveness in delivering results.
Facilitate knowledge management by sharing insights and best practices within UNDP and with external partners.
Support the recruitment process for project teams and participate in project coordination meetings.
Prepare briefing notes and speeches for senior UNDP officials to advocate for the organization's involvement in energy and climate initiatives.
Required Qualifications: Candidates must possess a strong background in relevant fields such as Political Sciences, International Relations, Public Administration, Energy, Sustainable Development, Environment Management, or Economics. A master's degree or equivalent is required, or a bachelor's degree with additional qualifying experience. Candidates should demonstrate a solid understanding of policy-level analysis, design, monitoring, and evaluation of development projects, particularly in environmental and sustainable energy sectors. Experience in results-based management and familiarity with UNDP standards are highly desirable. Proficiency in using office software and web-based management systems is also expected.
Educational Background: An advanced university degree (master’s degree or equivalent) in a related field is required. Alternatively, a first-level university degree (bachelor’s degree) in the aforementioned fields, combined with two additional years of qualifying experience, will be considered. This educational background ensures that candidates have the necessary theoretical knowledge and practical skills to effectively contribute to UNDP's mission.
Experience: A minimum of two years of professional working experience is required for candidates with a master's degree, or four years for those with a bachelor's degree. This experience should be in a relevant field at the national or international level, focusing on policy analysis, project design, monitoring, and evaluation in environmental and sustainable energy sectors. Demonstrated experience in programme and results-based management is essential, and familiarity with UNDP's RBM standards is an asset. Experience within an international multi-cultural organization, particularly within the UN system, is also advantageous.
Languages: Fluency in spoken and written English is mandatory. Knowledge of Romanian and/or Russian, the languages spoken in the duty station, is considered an asset. This linguistic proficiency is crucial for effective communication and collaboration with local stakeholders and partners.
