Job Overview: The position involves a consultancy role focused on assessing and enhancing gender-based violence (GBV) prevention interventions in Cambodia. The consultant will conduct a comprehensive review of existing GBV prevention programs, utilizing the RESPECT framework to evaluate their effectiveness. The role requires collaboration with various stakeholders, including government bodies and civil society organizations, to gather insights and develop new prevention models tailored to the Cambodian context. The consultant will be responsible for producing high-quality reports that highlight good practices, identify gaps, and provide strategic recommendations for future interventions. This consultancy aims to strengthen the implementation of the National Action Plan to Prevent Violence Against Women (NAPVAW) and contribute to the overall goal of reducing GBV in Cambodia.
Duties and Responsibilities:
Conduct a comprehensive desk review of national and regional policies, guidelines, and existing GBV prevention programs to assess their effectiveness.
Develop a practical guiding framework and data collection methodology for participatory consultations with stakeholders.
Coordinate and lead consultations with key government stakeholders, civil society organizations, and women who have experienced violence.
Analyze findings from the desk review and consultations to produce a report that identifies good practices and areas for improvement.
Provide policy advice and technical assistance to develop new co-creation prevention models in collaboration with UN Women and other stakeholders.
Draft reports and recommendations based on consultations and assessments, ensuring alignment with global good practice standards.
Facilitate workshops and discussions to validate findings and recommendations with stakeholders.
Required Qualifications:
A Master’s degree in social and political sciences, human rights, gender equality, development studies, or a related field is required. A first-level university degree with additional qualifying experience may be accepted.
Minimum of 7 years of professional experience in gender policy development, EVAW program planning, implementation, and monitoring.
Proven experience in multi-sectoral coordination and prevention programs addressing gender equality and violence prevention.
Comprehensive knowledge of gender-sensitivity, Gender Equality and Social Inclusion (GESI) principles, and responsive research methodologies.
Experience in liaising with various stakeholders, including government and civil society organizations, is essential.
Professional experience in women's human rights and gender-related work in Asia and the Pacific, particularly in Cambodia, is a strong asset.
Educational Background: A Master’s degree (or equivalent) in social and political sciences, human rights, gender equality, development studies, or a relevant field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience: The position requires a minimum of 7 years of professional experience in addressing gender issues, policy development, and EVAW program planning and implementation. Experience in working on multi-sectoral coordination and prevention programs addressing gender equality and violence prevention is essential. Additionally, experience in intervention programs supporting GBV survivors, such as legal aid and psychosocial services, is necessary.
Languages: Fluency in English is required for this position. Proficiency in other languages may be considered an asset but is not mandatory.

It is a home-based consultancy, but the consultant may be required to travel as part of their duties. Payments will be based on the achievement of deliverables rather than the number of days worked, and will be made upon submission and approval of deliverables by the National Country Programme Coordinator.
