Job Overview:
The Nexus Adviser position is crucial for enhancing collaboration among the UN, Somali national actors, International Financial Institutions, and donors. The role aims to strengthen planning, programming, and financing strategies across the humanitarian-development-peace nexus. The incumbent will work closely with the UN Resident Coordinator and other stakeholders to ensure coherent and effective responses to the complex challenges facing Somalia, including ongoing conflicts, climate change, and humanitarian needs. The position requires a deep understanding of the Somali context and the ability to facilitate partnerships and coordination among various actors to achieve collective outcomes.

Duties and Responsibilities:
The incumbent will be responsible for several key duties, including:

• Advocacy: Facilitating collaboration among the UN, national actors, and donors to manage risks and enhance resilience. This includes establishing strategic partnerships, advising on opportunities for expanded collaboration, and supporting localization efforts.
• Planning and Programming: Supporting UNCT and HCT in joined-up planning processes across humanitarian, development, and peace sectors. This involves operationalizing the Nexus Forum, aligning strategic frameworks, and providing technical support to taskforces.
• Analysis: Developing a shared understanding of the context, including needs and vulnerabilities, and promoting joint analysis among stakeholders.
• Leadership and Coordination: Advising the DSRSG/RC/HC on coordination mechanisms and fostering synergies across humanitarian, development, and peace actions.
• Financing: Supporting coherent financing strategies related to the HDP spectrum, advising on opportunities for nexus financing architecture, and promoting multi-year modalities.

Required Qualifications:
The position requires a Master's degree or higher in development studies, social sciences, public policy, or related fields. Candidates must have 10-12 years of progressively responsible experience working with humanitarian, peacebuilding, and development actors. Specific knowledge in humanitarian assistance, emergency preparedness, and multi-stakeholder coordination is essential. Familiarity with the HRP cycle and UN Cooperation Framework processes is desirable, along with the ability to conduct in-depth studies and formulate practical recommendations. Knowledge of UN policies and programming mechanisms, particularly in crisis situations, is also beneficial.

Educational Background:
Candidates must possess a Master's degree or higher in relevant fields such as development studies, social sciences, or public policy. This educational background is critical for understanding the complexities of humanitarian, development, and peacebuilding issues, as well as for effectively engaging with various stakeholders in the Somali context.

Experience:
The position requires 10-12 years of experience in roles of increasing responsibility, particularly in humanitarian coordination and development planning in fragile contexts. Field experience is essential, as is a demonstrated ability to work in both development and humanitarian settings. Experience as a UN Strategic Planner or coordination officer is considered a strong asset.

Languages:
Proficiency in English is required for this position. Additional language skills may be beneficial but are not specified as mandatory. The ability to communicate effectively in English is crucial for collaboration with international stakeholders and for the preparation of advocacy documents and reports.
