Job Overview: The Human Resources Officer will play a crucial role in providing comprehensive human resources support to various UN offices. This position involves advising managers and staff on HR-related matters, preparing reports, and leading special HR projects. The officer will be responsible for recruitment and placement, ensuring that vacancies are filled efficiently and effectively. This includes preparing job openings, reviewing applications, conducting interviews, and making recommendations for candidate selection. The role also encompasses the administration of entitlements, where the officer will provide guidance on policies and benefits, and support staff development through career advice and performance management. The officer will be expected to stay updated on HR developments and contribute to strategic workforce planning and analytics.
Duties and Responsibilities: The Human Resources Officer will be responsible for a variety of tasks including:
Providing advice and support to managers and staff on human resources matters.
Preparing special reports and leading HR projects.
Identifying upcoming vacancies and coordinating with client offices.
Preparing job openings, reviewing applications, and short-listing candidates.
Conducting interviews and reviewing selection recommendations.
Monitoring HR administrative transactions and ensuring compliance with policies.
Advising on salary and benefits entitlements.
Supporting staff development and career mobility.

Required Qualifications: Candidates must possess strong knowledge of human resources management, particularly in staffing matters. They should demonstrate analytical skills and technical knowledge in developing staffing guidance materials. A commitment to gender perspectives and equal participation in the workplace is essential. The ability to identify client needs and propose appropriate solutions is crucial, along with strong planning and organizational skills to manage priorities effectively.
Educational Background: An advanced university degree (Master's degree or equivalent) in public or business administration, human resources management, or a related field is required. Alternatively, a first-level university degree combined with two years of qualifying experience may be accepted in lieu of an advanced degree.
Experience: A minimum of five years of progressively responsible experience in human resources management, administration, or a related area is required. Candidates should have experience working with an Enterprise Resources Planning (ERP) system, such as Umoja (SAP), and talent management software like Inspira. Experience in providing policy advice and managing staffing tables is desirable, as is experience in data analytics and preparing analytical reports.
Languages: Fluency in English is required, as it is one of the working languages of the United Nations. Knowledge of a second official UN language, such as French, is desirable and may enhance a candidate's profile.
