Job Overview:
The consultant will work under the supervision of the project coordinator at UNSD and in collaboration with the United Nations Office on Drugs and Crime (UNODC). The primary function of this position is to support the implementation of the UNODC Statistical Framework for Measuring Corruption. This involves preparing a detailed plan of activities, engaging with selected countries that are implementing the framework, and assisting them in identifying priorities and improving their corruption statistics. The consultant will also organize workshops for national stakeholders, update practical guidance on corruption statistics, and engage with various partners at regional and global levels. The role requires strong communication skills, the ability to work collaboratively with different stakeholders, and a commitment to enhancing the quality of corruption data.

Duties and Responsibilities:
The consultant's duties include preparing a detailed work plan with key outputs and timelines, engaging with countries to understand their processes and challenges in implementing the framework, supporting the identification of priorities and data sources, organizing and facilitating workshops on corruption measurement, updating practical guidance based on in-country progress, and contributing to communications and outreach efforts. The consultant will also collaborate with UNSD and UNODC to conceptualize a corruption data dissemination dashboard and implement other related tasks as requested by the supervisor. The expected outputs include a detailed work plan, workshop agendas, revised guidance on corruption statistics, and a final report on the progress of activities.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in statistics, economics, development studies, international relations, public administration, or a related field. Alternatively, a Bachelor’s degree combined with an additional two years of qualifying work experience may be accepted. A minimum of seven years of progressively responsible experience in social sciences, including statistics or economics, is required. Experience working with national governments, particularly with National Statistical Offices and anti-corruption bodies, is essential. Candidates should also have experience in capacity development, guidance, and training, as well as familiarity with drugs and crime statistics, especially corruption statistics. Knowledge of the Sustainable Development Goals and national implementation efforts is desirable.

Educational Background:
The position requires an advanced university degree (Master’s degree or equivalent) in relevant fields such as statistics, economics, development studies, international relations, or public administration. A Bachelor’s degree may be accepted if accompanied by additional qualifying work experience, specifically two years of relevant experience in lieu of the advanced degree.

Experience:
The consultant must have at least seven years of progressively responsible experience in social sciences, including statistics or economics. This experience should ideally include working with national governments and National Statistical Offices, providing capacity development, guidance, and training. Experience in the field of drugs and crime statistics, particularly related to corruption, is highly desirable. Candidates should also demonstrate a strong understanding of the Sustainable Development Goals and the efforts of nations to implement them.

Languages:
Full command of spoken and written English is mandatory for this position. Knowledge of other UN languages is considered an advantage, as it may facilitate communication with diverse stakeholders and enhance collaboration in international contexts.

Additional Notes:
The consultancy is home-based, with regular phone and web conference meetings with UNSD, project countries, and other partners. The consultant will be required to travel to selected countries to conduct workshops, with travel authorization granted prior to travel dates.
