Job Overview: The position of International Individual Consultant - Resource Mobilization Expert is designed to develop a comprehensive Resource Mobilization Strategy for Eswatini. This consultancy will span 45 working days and aims to identify potential funding sources, both traditional and innovative, and create a detailed strategy for accessing and managing these resources effectively. The consultant will assess the current institutional capacities of the ACMS (the organization involved) and provide recommendations for improvements necessary to operationalize the strategy. The role requires a strategic approach to mapping funding opportunities that align with Eswatini's development priorities, formulating a resource mobilization plan, and integrating new efforts within existing governance frameworks. The consultant will also be responsible for capacity building within the organization, ensuring that staff are equipped with the necessary skills and knowledge to implement the strategy successfully.
Duties and Responsibilities: The duties and responsibilities of the International Individual Consultant include:
Funding Landscape Mapping: Review and map available funding sources relevant to Eswatini’s national development priorities, analyze trends in financing, and produce a report with actionable recommendations.
Development of the Resource Mobilization Strategy (RMS): Create a comprehensive RMS with strategic objectives, targets, and key performance indicators, including guidelines for sector-specific adaptations and an implementation plan linking the RMS with national development frameworks.
ACMS Institutional and Capacity Assessment: Assess the current institutional and technical capacities of ACMS, identify capacity gaps, and propose necessary improvements and resource needs.
Capacity Building and Training: Design and deliver targeted training workshops for ACMS staff, focusing on the strategy, resource mobilization techniques, and tracking mobilized resources. Develop toolkits and resource materials for sustained internal capacity building.
Required Qualifications: The required qualifications for this position include a proven track record in resource mobilization, strategic planning, and capacity building. The consultant should possess strong analytical skills, experience in mapping funding sources, and familiarity with innovative financing mechanisms. Additionally, the consultant should have excellent communication and facilitation skills to effectively engage with stakeholders and deliver training workshops. A deep understanding of the development landscape in Eswatini and the ability to navigate complex institutional frameworks are also essential.
Educational Background: Candidates must have at least a Master's degree in a relevant field such as international development, public administration, finance, or a related discipline. Advanced qualifications or certifications in resource mobilization or project management will be considered an asset.
Experience: The position requires a minimum of 5-7 years of relevant experience in resource mobilization, strategic planning, and capacity building within the context of international development. Experience working with governmental or non-governmental organizations in Eswatini or similar contexts is highly desirable. The consultant should also have a demonstrated ability to work collaboratively with diverse stakeholders and manage complex projects effectively.
Languages: Fluency in English is mandatory, as it is the primary language of communication for this consultancy. Knowledge of local languages spoken in Eswatini would be considered an advantage, as it may facilitate better engagement with local stakeholders and communities.
Additional Notes: This consultancy is structured as an individual contractor position, and the assignment is expected to last for 45 working days. The consultant will work remotely but may need to travel to Eswatini for specific workshops or meetings as required. The position is full-time, and the consultant is expected to submit proposals directly through the UNDP supplier portal by the specified deadline. Compensation details will be discussed during the negotiation phase, and the consultant will be responsible for their own taxes and insurance.
