Job Overview: The Consultant for Migration Governance will play a crucial role in supporting the Government Authority on Migration (GAM) in Kosovo. This position involves providing technical assistance and guidance to the GAM Secretariat, which is responsible for coordinating migration-related activities and policies. The consultant will work closely with the Department for Citizenship, Asylum and Migration (DCAM) to enhance the capacities of authorities in managing migration effectively. The role requires developing evidence-based policy documents, preparing analytical reports, and facilitating international cooperation in migration governance. The consultant will also support the thematic groups focused on data and analysis, ensuring that migration management is informed by accurate and comprehensive data. This position is essential for strengthening the overall migration governance framework in Kosovo and contributing to sustainable development outcomes.
Duties and Responsibilities: The consultant will be responsible for a range of tasks, including:
Providing technical support and guidance to the GAM Secretariat to enhance its operational effectiveness.
Supporting the Thematic Group on data and analysis in developing evidence-based policy documents and annual migration profiles.
Assisting the GAM Secretariat in preparing migration-related analytical and statistical reports.
Collaborating with the GAM Secretariat to prepare policy briefs and reports for the National Coordinator on Migration and the Chair of GAM.
Coordinating activities with GAM thematic groups and facilitating regular meetings, workshops, and training sessions.
Advising GAM on international cooperation and participation in regional organizations and initiatives.
Enhancing the GAM's capacity to generate, produce, and analyze migration-related data, thereby improving policy development and implementation.
Required Qualifications: Candidates must possess strong organizational skills, with the ability to multitask and prioritize effectively. They should demonstrate personal commitment, efficiency, flexibility, and a drive for results. Respect for diversity and creative thinking are essential attributes. The ability to work both independently and as part of a team is crucial, along with excellent time management skills. Proficiency in computer literacy, particularly in Microsoft Office suite and online collaboration tools, is required. Additionally, candidates should have knowledge and experience in migration, data analysis, and the development of policy documents based on evidence.
Educational Background: A university degree in social sciences, economy, demography, statistics, or related fields is required for this position. This educational background will provide the necessary foundation for understanding the complexities of migration governance and data analysis.
Experience: Candidates should have relevant experience in migration, including knowledge of data analysis and the development of policy documents based on evidence. This experience is critical for effectively supporting the GAM Secretariat and contributing to the overall objectives of the project.
Languages: Fluency in English and either Albanian or Serbian is mandatory. Knowledge of additional languages will be considered an advantage, as IOM's official languages include English, French, and Spanish. Proficiency in the required languages will be evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: The appointment is subject to funding confirmation and certification of medical fitness for appointment. Candidates must also verify residency, visa, and authorizations by the concerned Government, where applicable. IOM provides coverage against occupational accidents and illnesses under the Compensation Plan (CP) for the duration of the consultancy. However, IOM does not provide evacuation or medical insurance for non-occupational accidents and illnesses, and consultants are responsible for their own medical insurance. IOM has a zero-tolerance policy on conduct incompatible with its aims and objectives, including discrimination and harassment.
