Job Overview:
The position of Local Consultant involves supporting the OSCE's PCIS Activity 5.3, which focuses on phasing out support and promoting the sustainability of the Pool of Trainers (PoT). The consultants will be engaged for a short-term assignment of three working days, during which they will assist in planning, organizing, and delivering a promotional and networking event aimed at enhancing the skills and visibility of PoT members. The consultants are expected to leverage their experience, particularly if they are current or former PoT members, to ensure the event is engaging and relevant to the participants. The role requires collaboration with the OSCE Activity Manager and other staff to create a youth-centered event that fosters networking and encourages active participation among young people from diverse communities.

Duties and Responsibilities:
The consultants will have several key responsibilities, including:
  • Planning: Each consultant will contribute to the planning of one event, ensuring it aligns with the objectives of the OSCE.
  • Preparation: They will coordinate with the OSCE Activity Manager to prepare the event according to the agreed plan, which includes finalizing the event agenda and organizational plan.
  • Implementation: The consultants will implement the event as per the organizational plan and agenda, co-facilitating the event and providing necessary support throughout.
  • Reporting: After the event, each consultant will prepare a draft report detailing the work undertaken, feedback received, and lessons learned, incorporating revisions as necessary. Deliverables include providing comments on the event agenda and organizational plan, inviting participants, and supporting pre-event rehearsals and presentations.

Required Qualifications:
Candidates must possess a university degree or have completed at least three years of university education. They should have experience in developing and facilitating youth-related activities, preferably with a background in OSCE initiatives or similar international organizations. Existing or previous membership in the OSCE Pool of Trainers is highly desirable. The ideal candidates will demonstrate motivation and commitment to the successful implementation of the event, possess strong interpersonal skills to engage with young people from diverse backgrounds, and have the ability to work collaboratively in a team setting. Strong written and oral presentation skills are essential, along with the ability to adapt to the needs of participants.

Educational Background:
A Bachelor's degree or equivalent is required for this position. Candidates should have a solid educational foundation that supports their ability to engage effectively with youth and facilitate events. The educational background should ideally include studies related to human rights, social sciences, or community development, which would provide the necessary knowledge and skills for the role.

Experience:
Candidates should have relevant experience in developing and facilitating engaging youth-related activities. Previous involvement with OSCE activities or similar international organizations is highly desirable. Experience working with diverse communities and engaging young people in meaningful ways is crucial for this role. Familiarity with the OSCE's mission and objectives will be an advantage, particularly if candidates have prior experience as PoT members.

Languages:
Fluency in Albanian and/or Serbian is essential for this position, as these languages are critical for effective communication with participants. Additionally, working proficiency in English is required to ensure clear communication with the OSCE staff and documentation. Knowledge of other languages may be considered an asset but is not mandatory.

Additional Notes:
The contract for this position is a Special Service Agreement (SSA) for a short duration of three working days. The consultants will be compensated based on their qualifications and experience, in accordance with the OSCE's established rates.
