Job Overview:
The Senior Human Resources Officer position is a critical role within the OSCE Mission in Kosovo, focusing on the management and implementation of human resources policies and practices. The successful candidate will be responsible for interpreting and applying OSCE HR policies, assisting in recruitment activities, and ensuring compliance with HR regulations. This role requires a strong understanding of human resources management in an international context, as well as the ability to work under pressure and manage multiple tasks effectively. The officer will also play a key role in workforce planning and training, contributing to the overall effectiveness of the mission's human resources operations. The position demands excellent communication skills, both written and oral, and the ability to work collaboratively with diverse teams.

Duties and Responsibilities:
The Senior Human Resources Officer will undertake a variety of duties, including but not limited to: interpreting and applying OSCE HR policies and regulations; advising the Chief of Human Resources Management on policy implementation; assisting in drafting requests for exceptions from HR regulations; coordinating job description drafting and classification processes; managing recruitment activities, including drafting vacancy notices and participating in recruitment boards; maintaining staffing and post tables; participating in workforce planning and making recommendations for recruitment actions; analyzing requests from program managers; conducting training sessions on job classification and recruitment procedures; and acting as Officer in Charge during the Chief's absence. The officer will ensure that all HR processes are conducted efficiently and in compliance with OSCE standards.

Required Qualifications:
Candidates must possess a first-level university degree in human resources, business administration, psychology, or a related field, along with at least six years of relevant professional experience in human resources management, particularly in recruitment and planning. Strong analytical and problem-solving skills are essential, as well as excellent organizational abilities and the capacity to work under pressure. Candidates should demonstrate a thorough understanding of HR practices in an international environment and possess professional fluency in English, with strong communication skills. Additionally, candidates must have a valid automobile driving license and the ability to drive using manual transmission.

Educational Background:
The position requires a first-level university degree in a relevant field such as human resources, personnel management, public/business administration, or a related discipline. A second-level (advanced) university degree in Public or Business Administration, Management, Law, or a related field is desirable but not mandatory. Candidates with proven professional experience in personnel management and administration will also be considered.

Experience:
A minimum of six years of relevant professional experience is required for this position. This experience should ideally include a focus on human resources management, particularly in recruitment and workforce planning. Candidates should have a demonstrated ability to manage HR processes effectively in an international context, showcasing their capacity to handle complex HR challenges and contribute to organizational goals.

Languages:
Professional fluency in English is mandatory, with excellent oral and written communication skills. Knowledge of additional languages is considered an asset but is not required. Candidates should be able to communicate effectively in a multicultural environment, demonstrating sensitivity to diverse cultural and religious backgrounds.

This position is classified as a Senior Professional role and is offered on a fixed-term basis under an international secondment contract.
