Job Overview:
The OSCE Special Adviser on Non-Albanian Communities and Outreach Coordinator will play a crucial role in addressing the rights and concerns of non-Albanian communities in Kosovo. This position requires a deep understanding of the political landscape in Kosovo, particularly regarding minority rights and issues. The successful candidate will be responsible for identifying legal and political issues affecting non-Albanian communities, engaging in advocacy to resolve potential conflicts, and ensuring that community rights are integrated into the OSCE's overall programming. The role demands excellent communication skills, the ability to work collaboratively with diverse groups, and a commitment to promoting human rights and community engagement. The adviser will also be expected to monitor community issues, draft reports, and provide strategic advice to senior management within the OSCE Mission.

Duties and Responsibilities:
The successful candidate will be tasked with a variety of responsibilities, including:
  • Identifying and addressing legal and political issues affecting non-Albanian communities in Kosovo.
  • Collaborating closely with the Department for Human Rights and Communities and the Office of Political Affairs and Communications.
  • Engaging in proactive advocacy to protect and promote the rights of non-majority communities.
  • Advising the Head of Mission and programmatic departments on actions to enhance community rights in program implementation.
  • Supporting the planning and execution of programs related to the protection of community rights.
  • Representing the OSCE in outreach and mediation activities concerning non-majority communities.
  • Conducting regular meetings with community representatives to discuss their concerns and advise on rights protection.
  • Participating in community-related activities such as meetings, seminars, and workshops.
  • Monitoring community issues and drafting thematic briefs and reports. 1
  • Reviewing existing policies and legislation to identify gaps affecting community rights.

Required Qualifications:
Candidates must possess a second-level university degree in law, political science, or social science. An advanced degree in a management discipline is considered an asset. A first-level university degree combined with two years of additional qualifying experience may be accepted in lieu of the second-level degree. Additionally, candidates should have a valid automobile driving license and the ability to drive a manual transmission vehicle. Excellent communication and drafting skills, as well as knowledge of regional political history, are essential. Candidates should also demonstrate diplomatic and negotiating skills, along with some knowledge of OSCE principles and commitments.

Educational Background:
The educational background required for this position includes a second-level university degree in law, political science, or social science. An advanced degree in a management discipline is advantageous. In cases where candidates hold a first-level university degree, they must have at least two years of additional qualifying experience. A certificate from a Police or Military War College at the commissioned officer level is highly desirable, particularly for candidates with a first-level degree.

Experience:
Candidates must have a minimum of 10 years of relevant, diversified, and progressively responsible professional experience, including at least 5 years at the management level relevant to the position. This experience should include a focus on minority rights and issues, with a minimum of six years in roles related to these areas. Prior work experience in Kosovo is considered an asset and will be welcomed.

Languages:
Excellent written and oral communication skills in English are mandatory. Additionally, working knowledge of local languages such as Serbian, Croatian, or Bosnian is desirable. Candidates should demonstrate an ability to communicate effectively with diverse cultural and religious backgrounds, and knowledge of local languages will enhance the candidate's ability to engage with the communities effectively.

Additional Notes:
This position is classified as a senior management role and is offered on an international secondment basis. The contract is fixed-term and full-time, with a maximum service period of seven years in the same post or mission.
