Job Overview:
The Human Resources Officer position within the OSCE is a critical role that involves managing and overseeing various human resources functions within the Mission. The successful candidate will be responsible for interpreting and applying OSCE HR policies, assisting in recruitment activities, and ensuring compliance with HR regulations. This role requires a strong understanding of human resources management practices, particularly in an international context. The officer will work closely with the Chief of Human Resources Management and will be expected to provide strategic advice on HR matters, assist in drafting job descriptions, and coordinate recruitment processes. The position demands excellent organizational skills, the ability to work under pressure, and a commitment to maintaining impartiality and objectivity while working with a diverse team. The Human Resources Officer will also play a key role in workforce planning and training initiatives, ensuring that the Mission's human resources needs are met effectively and efficiently.

Duties and Responsibilities:
The Human Resources Officer will be tasked with a variety of responsibilities, including but not limited to: interpreting and applying OSCE HR policies and regulations; advising the Chief of Human Resources Management on HR matters; assisting in drafting requests for exceptions from HR regulatory frameworks; providing support during the job description drafting phase; coordinating recruitment activities and ensuring timely updates of recruitment files; participating in workforce planning processes; analyzing requests from program managers; planning and conducting training sessions on job classification and recruitment procedures; and acting as Officer in Charge during the Chief's absence. The officer will also be responsible for maintaining staffing and post tables, ensuring that job descriptions are accurate and up-to-date, and managing the recruitment process to meet the Mission's human resources requirements.

Required Qualifications:
Candidates must possess a first-level university degree in human resources, business administration, psychology, or a related field. Additionally, they should have at least 6 years of relevant professional experience in human resources, with a focus on recruitment and planning. Strong analytical and problem-solving skills are essential, along with excellent presentation, writing, and communication abilities. Candidates should demonstrate a good understanding of human resources management practices in an international environment and possess excellent organizational skills to manage multiple tasks effectively. Professional fluency in English is mandatory, and candidates should also have a valid automobile driving license and the ability to drive using manual transmission.

Educational Background:
The educational background required for this position includes a first-level university degree in a relevant field such as human resources, personnel management, public/business administration, or a related discipline. A second-level (advanced) university degree in Public or Business Administration, Management, Law, or a related field is desirable but not mandatory. Candidates with proven professional experience in personnel management and administration will also be considered.

Experience:
The position requires a minimum of 6 years of relevant professional experience in human resources, preferably with a focus on recruitment and planning. Candidates should have experience working in an international environment and demonstrate a strong understanding of HR practices and policies. Experience in workforce planning and training is also beneficial.

Languages:
Professional fluency in English is mandatory for this position, with excellent oral and written communication skills. While English is the primary language required, knowledge of additional languages may be considered an asset but is not mandatory.

This position is classified as a Senior Professional role and is offered on a fixed-term basis with a full-time schedule.
