Job Overview:
The position of International Evaluation Consultant is integral to the OSCE's decentralized evaluation of the UB project, which runs from 2022 to 202

• This role involves evaluating initiatives aimed at bolstering the institutional capacities of Kosovo's law enforcement institutions, particularly the Kosovo Police and the Ministry of Internal Affairs. The consultant will assess the relevance, effectiveness, and sustainability of the OSCE's support, contributing to institutional behavioral and operational changes. The evaluation will provide strategic directions for future SOCS initiatives based on verified achievements and lessons learned, ensuring that the findings are shared with partner Kosovo institutions while adhering to the OSCE's clearance process for external sharing.

Duties and Responsibilities:
The consultant will be responsible for a range of tasks, including reviewing project documents and preparing an inception report in consultation with the OSCE Activity Manager. They will collect data through interviews, focus groups, and document reviews with relevant stakeholders, such as the Kosovo Police, Ministry of Internal Affairs, Financial Intelligence Unit (FIU), Agency for Prevention of Corruption (APC), EULEX, and KFOR. The consultant will analyze the collected data and prepare a draft evaluation report, which will be finalized based on feedback from the OSCE. Key deliverables include submitting an inception report by August 2026, completing all planned data collection activities by September 2026, and delivering a draft report by November 2026 that covers the relevance, effectiveness, and sustainability of OSCE support during the evaluation period. The final evaluation report, including findings, conclusions, and recommendations, must also be submitted by November 2026.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s or equivalent) in criminology, law, political science, social sciences, security studies, or a related field. A minimum of seven years of relevant professional experience in law enforcement, security sector reform, or organized crime is required. Additionally, candidates should have at least five years of proven evaluation experience utilizing qualitative and mixed-methods approaches. Strong knowledge of OECD-DAC evaluation criteria and theory-based evaluation approaches is essential, along with experience in conducting evaluations that are security, legal, gender-responsive, and human rights-based. Familiarity with working alongside government institutions and international organizations is also necessary, as well as strong analytical and report writing skills. Fluency in written and spoken English is mandatory.

Educational Background:
The position requires an advanced university degree, specifically a Master’s degree or an equivalent qualification in fields such as criminology, law, political science, social sciences, security studies, or related disciplines. This educational background is crucial for understanding the complexities of law enforcement and organized crime, as well as for conducting thorough evaluations of institutional capacities.

Experience:
The ideal candidate should have a substantial level of experience, specifically a minimum of seven years in relevant fields such as law enforcement, security sector reform, or organized crime. Languages:
Fluency in written and spoken English is a mandatory requirement for this position.
