Job Overview:
The Senior Organized Crime Adviser position is a critical role within the OSCE Mission in Kosovo, focusing on combating serious and organized crime. The successful candidate will be responsible for designing and delivering advanced training programs for Kosovo institutions, aimed at enhancing their capabilities to tackle transnational criminal threats. This role requires a deep understanding of organized crime, including its structures and operational methods, as well as the ability to provide strategic guidance to local and international counterparts. The adviser will also conduct analyses of operational data to identify capacity gaps and recommend appropriate actions to strengthen institutional responses to serious crime.

Duties and Responsibilities:
The duties and responsibilities of the Senior Organized Crime Adviser include designing and delivering training programs on combating serious and organized crime, supporting the implementation of thematic portfolios related to organized crime, conducting analyses of information and operational data, providing subject-matter expertise in policy development, supervising consultants, liaising with local institutions and international organizations, monitoring criminal trends, and producing analytical assessments to support strategic planning and policy development. The adviser will also be expected to provide high-quality, evidence-based technical advice and strategic guidance to enhance capacities in tackling serious and organized crime.

Required Qualifications:
Candidates must possess a first-level university degree or graduation from a recognized police training school, along with excellent negotiating and interpersonal skills. They should have the ability to read and utilize maps, perform first aid, and have regular, active police service experience. Very good oral and written communication skills in English are essential, as well as knowledge of international police standards and human rights. Additionally, candidates should demonstrate flexibility and the ability to work under pressure in complex operational environments.

Educational Background:
A bachelor's degree or first-level university degree in a relevant field is required. Candidates should have completed law enforcement courses in relevant fields and specialized subject areas related to serious and organized crime.

Experience:
A minimum of 10 years of diversified law enforcement service experience is required, or 6 years with a first-level university degree in a relevant field. Candidates should have proven extensive working experience in combating serious and organized crime, including transnational threats, and practical experience in conducting and supervising complex investigations across multiple crime areas.

Languages:
Professional fluency in English is mandatory, with excellent communication skills. A working knowledge of at least one other language from the OSCE region is considered an asset, enhancing the candidate's ability to engage with diverse stakeholders.

Additional Notes:
This position is classified as a Senior Professional role under the OSCE's international secondment contract type. The job is full-time, and the successful candidate will be expected to start as soon as possible.
