Job Overview:
The position of International Consultant on Electronic Monitoring of Protection Orders is integral to the OSCE's project aimed at enhancing the operational effectiveness of Kosovo's security sector institutions. The consultant will be responsible for designing and delivering a comprehensive five-day training program for 20 domestic-violence investigators and senior officers from the Kosovo Police. This training will focus on the implementation and supervision of protection orders monitored through electronic devices, ensuring that these processes are conducted in a lawful, consistent, and survivor-centered manner. The consultant will utilize international standards and comparative practices to develop a tailored training methodology that addresses the specific needs of the participants. The overall objective is to strengthen the capacity of law enforcement personnel to manage risks effectively and coordinate institutional responses to domestic violence cases, thereby improving the safety and support for victims.

Duties and Responsibilities:
The consultant will undertake several key tasks, including:

• Reviewing the applicable legal and operational frameworks related to protection orders and electronic monitoring in consultation with the OSCE activity manager and the KP Domestic Violence Directorate.
• Conducting a preparatory consultation to identify priority learning needs among the participants and developing a tailored training methodology and agenda.
• Preparing a comprehensive training package that includes international standards, the electronic-monitoring cycle, risk assessment procedures, and gender-sensitive communication strategies.
• Delivering a participatory five-day training session that incorporates realistic scenarios and practical exercises to enhance the participants' decision-making skills in real-world situations.
• Administering pre- and post-training assessments to evaluate the effectiveness of the training.
• Preparing a post-training evaluation report that assesses participant engagement and operational issues raised during the training.
• Revising all training materials based on feedback and submitting a complete training package in final form by the specified deadlines.

Required Qualifications:
Candidates must possess a university degree in law, criminology, criminal justice, policing, psychology, social sciences, public administration, information security, or a related field. Graduation from a recognized police academy or college is also acceptable, with an advanced degree considered an asset. Additionally, a minimum of ten years of relevant professional experience in law enforcement, criminal justice, or domestic violence response is required. Candidates should demonstrate practical experience in designing and implementing electronic monitoring arrangements, particularly in the context of domestic violence protection orders. Furthermore, at least five years of experience in designing and delivering adult-learning programs for law enforcement or public officials is essential. Strong knowledge of gender-sensitive and trauma-informed responses to domestic violence is also necessary, along with familiarity with operational alert management and information security in electronic monitoring contexts.

Educational Background:
The educational background required for this position includes a Bachelor's degree (first-level university degree or equivalent) in a relevant field such as law, criminology, or social sciences. An advanced degree is advantageous and may enhance a candidate's application. Candidates should also have completed training or coursework related to domestic violence response, law enforcement practices, or adult education methodologies, which would be beneficial for the role.

Experience:
The position requires a significant level of experience, specifically a minimum of ten years in relevant fields such as law enforcement, criminal justice, or domestic violence response. Candidates should have a proven track record of designing, implementing, or evaluating electronic monitoring systems, particularly those related to protection orders. Experience in training law enforcement personnel or public officials is also crucial, with at least five years dedicated to adult-learning program development and delivery. Familiarity with the operational context of Kosovo and previous work with international organizations in South-Eastern Europe or the Western Balkans is highly desirable.

Languages:
Fluency in spoken and written English is mandatory for this position, as effective communication is essential for training delivery and report writing. Knowledge of Albanian and/or Serbian is considered an asset, as it may facilitate better engagement with local participants and enhance the training experience. Candidates should demonstrate strong analytical, drafting, presentation, and facilitation skills in English, which are critical for the successful execution of the training program.

Additional Notes:
The contract for this consultancy position is classified as a Special Service Agreement (SSA) and is expected to last for a duration of 8 working days within a one-month period.
