International Expert to Develop a Strategic Plan for the Press Council of Kosovo

Job Overview:
The position involves developing a comprehensive three- to five-year strategic plan for the Press Council of Kosovo (PCK). This strategic plan aims to define institutional priorities, enhance self-regulation capacity in the digital media environment, and strengthen collaboration with stakeholders, including online media and non-majority outlets. The consultant will be responsible for conducting a thorough desk review of existing PCK documents, engaging in stakeholder consultations, and drafting the strategic plan that aligns with EU standards and the evolving media landscape. The role requires a deep understanding of media governance, strategic planning, and the ability to incorporate best practices from international frameworks into the local context.

Duties and Responsibilities:
The consultant will conduct a desk review of current PCK strategic documents, the 2022 OSCE External Evaluation, and relevant EU frameworks. They will draft a workplan outlining methodology, milestones, and the structure of the strategic plan. The consultant will facilitate stakeholder consultations, including interviews and focus groups, to gather insights on the media regulatory environment. They will draft a Consultation Report summarizing findings and recommendations. The consultant will then draft the Strategic Plan 2027–2031, incorporating elements such as vision, mission, SWOT analysis, strategic objectives, financial sustainability measures, and implementation frameworks. Feedback will be integrated into the final draft following consultations with relevant actors.

Required Qualifications:
Candidates must possess an advanced university degree in media law, journalism, communications, public policy, strategic management, international development, or a related field. A minimum of ten years of relevant professional experience in strategic planning, media policy, and governance reform is required. Demonstrated experience in drafting strategic plans and policy documents is essential, along with knowledge of media freedom standards and EU frameworks. Strong facilitation and communication skills are necessary, as well as the ability to coordinate with diverse stakeholders.

Educational Background:
The position requires a Master's Degree (Second-level university degree or equivalent) in a relevant field such as media law, journalism, communications, or public policy. This educational background is crucial for understanding the complexities of media governance and strategic planning.

Experience:
Candidates should have at least ten years of professional experience in areas related to strategic planning, media regulation, and institutional development. Experience working with media regulatory bodies is considered a strong asset, as is a proven track record in leading multi-stakeholder consultation processes and conducting institutional assessments.

Languages:
Fluency in English, both written and spoken, is mandatory. Excellent writing, analytical reporting, and presentation skills are essential for this role. Knowledge of additional languages may be beneficial but is not explicitly required.

The assignment is expected to last for five months, with specific deliverables due at various intervals following the contract signature. The consultant will be compensated based on their qualifications and experience, in accordance with OSCE rates.
