International Expert to Deliver a Training of Trainers (ToT) Module on Investigation of Environmental Crimes

Job Overview:
The position involves delivering a comprehensive Training of Trainers (ToT) program aimed at enhancing the capabilities of local law enforcement and prosecution services in Kosovo to effectively investigate environmental crimes. The expert will be responsible for developing a training module that aligns with local needs and priorities, as well as facilitating a four-day interactive training session. This program is designed to build a sustainable pool of local trainers who can independently conduct future training sessions, thereby strengthening institutional capacity and fostering inter-agency collaboration. The expert will utilize participant-centered learning approaches, including case studies and practical exercises, to ensure that the training is engaging and effective. The overarching goal is to improve accountability and deterrence in environmental crime investigations, which are critical for protecting biodiversity and public health.

Duties and Responsibilities:
The expert will undertake several key tasks, including:

• Developing a detailed training module plan on the investigation of environmental crime in consultation with the OSCE Activity Manager.
• Preparing and submitting pre- and post-evaluation questionnaires to assess participants' knowledge before and after the training.
• Creating presentations for the four-day training and submitting them for review and approval.
• Delivering the training to approximately 10 representatives from law enforcement institutions and the prosecution service, ensuring an interactive and engaging learning environment.
• Preparing and submitting a draft final report summarizing key observations from the training, identifying gaps, and providing recommendations for future actions. The expert will also be responsible for ensuring that the training materials reflect the feedback from the OSCE Activity Manager and meet the established standards.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s or equivalent) in fields such as law enforcement, environmental science, criminology, or natural resource management. A first-level degree combined with significant relevant experience may be accepted. Additionally, candidates should have at least eight years of progressively responsible professional experience in the investigation and enforcement of environmental crime, including areas like waste management and wildlife trafficking. Demonstrated experience in designing and delivering training programs, particularly in environmental crime investigation, is essential. Candidates should also have proven practical experience in conducting environmental crime investigations and strong knowledge of relevant Multilateral Environmental Agreements (MEAs). Excellent communication and interpersonal skills are required, along with fluency in English and knowledge of official languages in Kosovo being an asset.

Educational Background:
The position requires a Master's degree (or equivalent) in a relevant field such as law enforcement, environmental science, criminology, or natural resource management. Candidates with a first-level degree may be considered if they have additional years of relevant experience that compensates for the lack of an advanced degree. This educational background is crucial for understanding the complexities of environmental crime and the legal frameworks surrounding it.

Experience:
Candidates should have a minimum of eight years of progressively responsible experience in the investigation and enforcement of environmental crimes. This includes practical experience in areas such as waste management, illegal logging, and wildlife trafficking. Experience in designing and delivering training programs is also essential, as is the ability to work in international or multi-institutional contexts, collaborating with various stakeholders including government authorities and law enforcement agencies.

Languages:
Fluency in English is mandatory for this position. Knowledge of the official languages spoken in Kosovo is considered an asset, as it may enhance communication with local stakeholders and participants during the training sessions.

Additional Notes:
The contract for this position is a Special Service Agreement (SSA) for a duration of 5 working days. The expert will be expected to start as soon as possible, with the training scheduled for September 14-17, 202
