Job Overview: The position of International Consultant on Monitoring and Reporting on Hate Crimes is crucial for the OSCE Mission in Kosovo, particularly in the context of the ongoing project aimed at strengthening the operational capacities of security sector institutions. The consultant will be responsible for designing and delivering a comprehensive three-day capacity-building session for the Ombudsperson Institution (OI) staff, focusing on enhancing their ability to monitor, document, classify, analyze, and report hate crimes. This role requires a deep understanding of international human rights standards and the ability to translate these into practical methodologies that can be applied by local institutions. The consultant will work closely with OSCE activity managers and OI focal points to tailor the training to the specific needs of the staff, ensuring that the training is context-specific and relevant to the challenges faced in Kosovo. The ultimate goal is to empower OI staff to produce high-quality monitoring reports that effectively address hate crimes and contribute to the overall improvement of human rights compliance in the region.
Duties and Responsibilities: The consultant will undertake a variety of tasks, including reviewing existing OI monitoring and reporting practices, conducting preparatory consultations to identify learning needs, and developing a tailored training methodology. They will prepare a comprehensive training package that covers essential topics such as international standards, bias indicators, and data protection. The consultant will also deliver the training sessions, facilitating practical applications of the methodologies developed. After the training, the consultant will prepare a post-training evaluation report that assesses the effectiveness of the training and identifies any capacity gaps that need to be addressed. Additionally, the consultant will be responsible for submitting various deliverables, including an inception note, final training materials, and a comprehensive report summarizing the training outcomes and recommendations for future actions.
Required Qualifications: Candidates must possess a university degree in law, criminology, human rights, political or social sciences, or a related field, with an advanced degree being an asset. A minimum of ten years of relevant professional experience in areas such as hate-crime response, human rights monitoring, and institutional oversight is required. Furthermore, candidates should have at least five years of experience in designing and delivering adult-learning programs or technical assistance related to hate-crime monitoring and data analysis. A strong command of international human rights standards and practical experience with national human rights institutions is essential. The ability to develop practical monitoring methodologies and reporting templates is also required, along with excellent spoken and written English skills.
Educational Background: The educational background required for this position includes a bachelor's degree (first-level university degree or equivalent) in a relevant field such as law, criminology, human rights, or social sciences.
