Job Overview: The position involves delivering a specialized four-day training program aimed at enhancing the capabilities of representatives from the Kosovo Police and the Prosecutor’s Office in addressing cyber threats targeting cloud environments. The training is designed to provide participants with a comprehensive understanding of attacker techniques, monitoring methodologies, and incident response procedures relevant to cloud security. The expert will utilize a combination of theoretical instruction and practical exercises to ensure that participants develop the necessary skills to effectively investigate cyber incidents and handle digital evidence in compliance with legal standards. The training is part of a broader initiative to improve the institutional response to cybercrime in Kosovo, fostering collaboration between law enforcement and prosecutorial bodies.
Duties and Responsibilities: The expert will be responsible for developing the training methodology and materials in consultation with the OSCE activity manager. This includes creating the training agenda, presentations, case studies, and pre- and post-training survey questions. The expert will revise and finalize the training materials based on feedback from the Serious and Organized Crime Section (SOCS) and deliver the training to 17 participants from the Kosovo Police and Prosecutor’s Office. Additionally, the expert will prepare and submit a final report summarizing the training delivered, key observations, identified capacity gaps, lessons learned, and recommendations for future activities. The expert must ensure that all training materials meet quality standards and are submitted on time for review and approval.
Required Qualifications: Candidates must possess a university degree in Cyber Security, Computer Science, Information Technology, Digital Forensics, Information Security, Law Enforcement, Criminal Investigation, or a related field. A first-level university degree combined with extensive relevant professional experience may be accepted in lieu of an advanced degree. Additionally, candidates should have a minimum of eight years of professional experience in cyber security, cybercrime investigations, cloud security, threat detection, security monitoring, incident response, or related fields. At least four years of practical experience in cloud security operations and demonstrated expertise in identifying and responding to cyber threats targeting cloud environments are essential. Proven experience in designing and delivering specialized training programs for law enforcement or governmental institutions is also required.
Educational Background: A Bachelor's degree (first-level university degree or equivalent) in a relevant field such as Cyber Security, Computer Science, or Information Technology is required. Advanced degrees may be preferred but are not mandatory if the candidate has substantial relevant experience.
Experience: Candidates should have a minimum of eight years of professional experience in areas related to cyber security and cybercrime investigations. This includes at least four years of hands-on experience in cloud security operations, incident response, and threat detection. Experience working with law enforcement agencies or judicial institutions on cybercrime matters is considered a strong asset, as it demonstrates familiarity with the operational needs and challenges faced by these entities.
Languages: Fluency in English is mandatory for this position. Knowledge of Albanian and/or Serbian is considered an additional asset, enhancing the expert's ability to communicate effectively with local participants and stakeholders.
