Job Overview: The position of Local Expert for Toolkit Development is aimed at supporting the OSCE Mission in Kosovo in creating a practical Toolkit for Local Women’s Caucuses (LWCs). This Toolkit will serve as a resource for establishing, functioning, and advocating for LWCs, which are informal mechanisms that facilitate cooperation among elected women representatives. The expert will gather insights from current and former LWC members and other stakeholders, analyze findings, and synthesize them into practical guidance. The role requires a deep understanding of the local political context and the challenges faced by women in governance, as well as the ability to draft comprehensive materials that can be adapted to various municipal contexts. The expert will work closely with the Public Participation Section (PPS) to ensure that the Toolkit reflects the needs and realities of different municipalities in Kosovo.
Duties and Responsibilities: The Local Expert will undertake several key phases throughout the assignment. Initially, they will prepare an inception note and conduct a desk review of relevant materials. Following this, they will conduct consultations and qualitative data collection with stakeholders, including structured interviews and focus group discussions. The expert will draft the Toolkit based on the collected data, ensuring it includes practical tools and templates for LWCs. They will also validate the findings through workshops and finalize the Toolkit based on feedback received. The entire process involves meticulous documentation and analysis to ensure the Toolkit is comprehensive and user-friendly, addressing the varying levels of LWC functionality across municipalities.
Required Qualifications: Candidates must possess an advanced university degree in political science, public administration, gender studies, law, sociology, or a related field. They should have at least five years of professional experience in governance, gender equality, or related areas, with demonstrated expertise in qualitative research and drafting policy-oriented materials. A strong understanding of the Kosovo political context, particularly regarding gender equality and women's participation, is essential. The candidate should also exhibit strong analytical, drafting, facilitation, and communication skills.
Educational Background: The position requires an advanced university degree in a relevant field such as political science, public administration, gender studies, law, or sociology. A Bachelor's degree may also be considered, but advanced qualifications are preferred to ensure a comprehensive understanding of the complexities involved in gender equality and political participation.
Experience: A minimum of five years of relevant professional experience is required, particularly in areas related to governance, gender equality, and women's political participation. Additional Notes: The contract for this position is a Special Service Agreement (SSA) for a duration of 20 working days.
