Job Overview:
The Gender Advisor position is a critical role within the OSCE Mission in Kosovo, focusing on the integration of gender perspectives into all aspects of the Mission's work. The successful candidate will provide strategic policy advice to senior management, ensuring that gender equality and gender mainstreaming are prioritized in the Mission's internal policies and operational frameworks. This role requires a deep understanding of gender issues, the ability to conduct thorough analyses, and the capacity to develop and implement gender-specific strategies and action plans. The Gender Advisor will also be responsible for fostering collaboration among various departments and external stakeholders to promote gender equality outcomes in the Mission's programming.

Duties and Responsibilities:
The Gender Advisor will undertake a variety of tasks, including:
  • Providing strategic policy advice to senior management on gender equality and gender mainstreaming.
  • Conducting baseline analyses of the Mission's performance on gender issues.
  • Developing and updating the Mission-specific Gender Mainstreaming Strategy.
  • Supporting the implementation of the annual Mission Gender Action Plan and reporting on progress.
  • Coordinating the Gender Focal Point Support Network and ensuring active participation from all departments.
  • Identifying training needs and delivering capacity-building sessions for Mission staff.
  • Preparing analytical briefings and reports on gender commitments and initiatives.
  • Providing technical guidance to programme units on integrating gender perspectives in projects.
  • Reviewing project proposals for gender responsiveness and ensuring compliance with OSCE standards. 1
  • Establishing partnerships with local and international stakeholders to advance gender equality.

Required Qualifications:
Candidates must possess a second-level university degree (Master's) in gender studies, social sciences, political sciences, international relations, public policy, law, or other relevant fields. Additionally, candidates should have at least six years of progressively responsible professional experience in gender equality and gender mainstreaming, including strategic and technical advisory roles. Strong analytical, communication, and interpersonal skills are essential, along with the ability to work effectively under pressure and manage multiple priorities. Candidates should also demonstrate cultural sensitivity and respect for diversity.

Educational Background:
The educational background required for this position includes a Master's degree in a relevant field such as gender studies, social sciences, political sciences, international relations, public policy, or law. A first-level university degree combined with two additional years of relevant experience may be accepted in lieu of the second-level university degree. Specialized training in gender equality or related areas is desirable.

Experience:
Candidates should have a minimum of six years of relevant, diversified, and progressively responsible professional experience, including at least three years at the management level. Experience in international missions or organizations, particularly in the OSCE region, is highly valued. Demonstrated field experience addressing gender equality and women's empowerment issues is essential.

Languages:
Professional fluency in English is mandatory, with excellent analytical, drafting, and reporting skills. Knowledge of any local languages spoken in the Mission area is desirable but not mandatory. Candidates should be able to communicate effectively in a multicultural environment.

Additional Notes:
This position is classified as a middle management role and is offered on a full-time basis under an international secondment contract. The maximum period of service in this post or in the same Mission is seven years.
