Job Overview:
The Senior Professional in Serious and Organized Crime will play a critical role in combating serious and organized crime within Kosovo. This position requires a deep understanding of the complexities of organized crime, including its structures and operational methods. The successful candidate will be responsible for designing and delivering advanced training programs for local institutions, aimed at enhancing their capabilities to prevent and combat serious and organized crime. This role also involves providing strategic advice and technical guidance to local and international counterparts, ensuring that policies and methodologies are effectively developed and implemented. The candidate will need to analyze operational data to identify gaps in capacity and recommend appropriate actions to address these issues. The position demands a proactive approach to monitoring criminal trends and developing analytical assessments to support strategic planning and policy development.

Duties and Responsibilities:
The duties and responsibilities of the Senior Professional include:
  • Designing and delivering advanced training programs for Kosovo institutions on combating serious and organized crime and transnational criminal threats.
  • Supporting the implementation of thematic portfolios related to organized crime, including counter-narcotics, economic and financial crime, money laundering, and cybercrime.
  • Conducting analysis of information and operational data to identify capacity gaps and recommending actions to address these gaps.
  • Providing subject-matter expertise in the development of policies, strategies, and training programs aimed at strengthening institutional capacities.
  • Supervising and guiding consultants involved in serious and organized crime activities.
  • Liaising with local institutions and international organizations to facilitate the implementation of joint strategies and action plans.
  • Monitoring criminal trends and producing analytical assessments to support strategic planning and policy development.

Required Qualifications:
Candidates must possess a first-level university degree or graduation from a recognized police training school. They should have excellent negotiating and interpersonal skills, the ability to read and utilize maps, and the capability to perform first aid. Regular, active police service experience is essential, along with very good oral and written communication skills in English. Knowledge of international police standards and human rights is also required. Additionally, candidates must have a valid automobile driving license and the ability to drive using manual transmission.

Educational Background:
The educational background required for this position includes law enforcement courses in a relevant field and specialized subject areas. A bachelor's degree or equivalent is mandatory, and further qualifications in law enforcement or related fields are highly desirable.

Experience:
Candidates should have a minimum of 10 years of diversified law enforcement service experience, or 6 years if they possess a first-level university degree in a relevant field. This experience should include proven extensive working experience in combating serious and organized crime, including transnational threats, and practical experience in conducting complex investigations across multiple crime areas.

Languages:
Professional fluency in English is mandatory, with excellent communication skills both orally and in writing. A working knowledge of at least one other language from the OSCE region is considered an asset, enhancing the candidate's ability to operate effectively in a multicultural environment.

This position is classified as a Senior Professional role under an international secondment contract.
