Job Overview: The Finance Officer position is a critical role within the OSCE Mission to Serbia’s Finance Section of the Fund Administration Unit. The incumbent will be responsible for managing and overseeing the financial operations of the Mission, ensuring that all financial activities are conducted in accordance with the organization’s regulations and standards. This includes sound financial planning, budgeting, accounting, and reporting. The Finance Officer will work under the supervision of the Chief of Fund Administration (CFA) and will be expected to provide expert advice on financial regulations, oversee the implementation of internal control systems, and ensure accurate financial reporting. The role requires a proactive approach to monitoring budgetary expenditures and making necessary adjustments to maintain financial integrity. The Finance Officer will also play a key role in preparing the Mission’s budget and will be involved in supervising local staff within the Finance Section, providing them with guidance and support.
Duties and Responsibilities: The Finance Officer will have a comprehensive set of responsibilities, including but not limited to:
Advising on the organization’s Financial Regulations and ensuring compliance with all financial transactions, including staff entitlements and payments.
Implementing internal control systems and drafting recommendations for modifications to Mission instructions and procedures.
Developing and implementing internal financial reporting systems and procedures.
Ensuring accurate recording of all income and expenditure in the Mission’s general ledger.
Monitoring budgetary expenditures to ensure they do not exceed approved allotments and implementing corrective actions as necessary.
Reviewing the monthly status of project budget allotments versus implementation and reporting on financial status.
Assisting the CFA in preparing the Mission’s budget by providing necessary data and projections.
Supervising local staff in the Finance Section, establishing workflows, and providing training and guidance.
Drafting reports and documents for policymaking bodies and responding to inquiries from auditors. 1
Providing guidance on banking and cash flow management for the Mission.
Required Qualifications: Candidates must possess citizenship of or permanent residence in the Republic of Serbia. A first-level university degree in economics, finance, accounting, or business administration is required. Certification from a recognized professional accountancy institution, such as Certified Public Accountants or Chartered Accountants, is desirable. Additionally, candidates should have a minimum of four years of professional-level experience in finance, accounting, or budgeting, with at least two years in an international organization or governmental/commercial organization. Strong management experience and established analytical skills are essential, along with excellent oral and written communication skills in both English and Serbian. Proficiency in Microsoft applications and experience with large computerized accounting systems, particularly ERP systems like Oracle, is also desirable.
Educational Background: The position requires a first-level university degree in a relevant field such as economics, finance, accounting, or business administration. Additional certifications from recognized professional accountancy institutions are considered an asset and enhance a candidate's qualifications for this role.
Experience: Candidates should have a minimum of four years of professional experience in finance, accounting, or budgeting. This experience should include at least two years working in an international organization or in governmental or commercial sectors. The role demands sound management experience and the ability to handle large volumes of financial data effectively.
Languages: Fluency in both English and Serbian is mandatory for this position, as excellent oral and written communication skills in these languages are essential for effective reporting and collaboration. Knowledge of additional languages may be considered an asset but is not required.
Additional Notes: The position offers a one-year fixed-term Letter of Appointment, subject to satisfactory completion of a six-month probationary period, with the possibility of annual renewal based on performance and organizational needs. The monthly remuneration is approximately EUR 2,583.25, subject to social security deductions. Social benefits include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
