Job Overview:

The consultant will be responsible for assessing current maritime security frameworks, identifying vulnerabilities, and proposing actionable strategies to strengthen maritime governance. This role requires a comprehensive understanding of maritime laws, security protocols, and regional geopolitical dynamics. The consultant will work closely with local authorities, international partners, and stakeholders to develop a robust maritime security strategy that aligns with national and regional objectives. The assignment is expected to last for 150 days, spanning from June 2025 to January 2026, during which the consultant will engage in various activities including workshops, training sessions, and policy formulation.

Duties and Responsibilities:
The Maritime Security Consultant will have a range of responsibilities including: conducting thorough assessments of existing maritime security policies and practices; collaborating with government agencies and stakeholders to identify gaps in maritime security; developing comprehensive reports and recommendations for enhancing maritime security frameworks; facilitating training and capacity-building workshops for local authorities; advising on best practices in maritime governance and security; monitoring and evaluating the implementation of proposed strategies; and ensuring that all activities align with international maritime laws and standards. The consultant will also be expected to provide ongoing support and guidance throughout the assignment period, ensuring that all stakeholders are engaged and informed.

Required Qualifications:
Candidates must possess a strong background in maritime security, law enforcement, or a related field. A proven track record of working with governmental and non-governmental organizations on maritime issues is essential. Additionally, candidates should demonstrate excellent analytical and problem-solving skills, with the ability to communicate complex ideas effectively to diverse audiences. Strong interpersonal skills and the ability to work collaboratively in a multicultural environment are also required. Familiarity with international maritime laws and conventions is highly desirable, as is experience in capacity building and training.

Educational Background:
A minimum of a bachelor's degree in maritime studies, international relations, security studies, or a related field is required. A master's degree or equivalent advanced qualification in a relevant discipline will be considered an asset. Candidates should also have relevant certifications or training in maritime security or related areas, which will enhance their candidacy.

Experience:
The ideal candidate should have at least 5 years of professional experience in maritime security, law enforcement, or a related field. Experience working with international organizations, particularly in the Pacific region, is highly advantageous. Candidates should demonstrate a history of successful project management and implementation, particularly in the context of maritime governance and security initiatives.

Languages:
Fluency in English is mandatory, as it is the working language of the UNDP and the primary language for communication in this role. Proficiency in additional languages, particularly those spoken in the Pacific region, would be considered an asset and may enhance the candidate's ability to engage with local stakeholders effectively.
