Job Overview:
The National Professional Officer (Human Resources) position is located in the Regional Office for Asia and the Pacific (RAP) in Bangkok, Thailand. This role is pivotal in assisting with the recruitment of experts and national consultants, as well as general recruitment and selection activities. The incumbent will report to the Regional Human Resources Officer and will be responsible for ensuring effective and efficient provision of human resources services and support to the organization. The position requires a proactive approach to managing recruitment processes, maintaining personnel data, and coordinating training and development initiatives for staff. The officer will also be involved in drafting correspondence related to HR matters and assisting in the preparation of administrative reports, ensuring compliance with FAO's rules and procedures.

Duties and Responsibilities:
The duties and responsibilities of the National Professional Officer (Human Resources) include ensuring the appropriate application of established recruitment rules and guidelines, managing a database of personnel for local recruitment, and supporting the recruitment process for all locally recruited staff. This involves preparing and disseminating vacancy announcements, evaluating and screening candidate applications, organizing and conducting interviews, and preparing selection reports. The officer will supervise the appointment and preparation of contracts for newly recruited staff, oversee the maintenance of personnel data in the HR system, and prepare reports on posts and staff. Additionally, the officer will coordinate training and development for staff, respond to queries, review individual cases, and assist in the recruitment of experts and national consultants. Other related duties may be assigned as required.

Required Qualifications:
Candidates must be nationals of the country of assignment and possess an advanced university degree in a field related to human resources, business management, or public administration. A minimum of one year of relevant experience in human resources management and support or public administration is required. Proficiency in English and Thai is mandatory, with a working knowledge of both languages at level C. Candidates should demonstrate competencies such as results focus, teamwork, communication, building effective relationships, and knowledge sharing. Technical and functional skills, including familiarity with UN rules and administrative systems, are considered strong assets.

Educational Background:
The educational background required for this position includes an advanced university degree in human resources, business management, or public administration. This educational foundation is essential for understanding the complexities of human resources management and the operational needs of the organization.

Experience:
The position requires at least one year of relevant experience in human resources management, support, or public administration.
