Job Overview:
The Consultant position is focused on developing and implementing training materials related to the Impact-Based Forecasting (IBF) framework and methodology, particularly in the context of agriculture and disaster resilience in the Asia-Pacific region. The role involves collecting geospatial data, integrating IBF tools into the Risk and Resilience Portal (RRP), and training stakeholders on the use of these tools. The Consultant will also be responsible for creating a storyboard on IBF and presenting the tools at relevant forums. This position is crucial for enhancing the capacity of countries in managing climate and disaster risks, thereby contributing to long-term resilience in food and energy systems.

Duties and Responsibilities:
The Consultant will have a range of responsibilities including:
  • Developing training materials that outline the IBF framework and methodology, focusing on its application in the agriculture sector and addressing loss and damage.
  • Collecting relevant geospatial data from the Pacific region and creating a sample of IBF tailored for this area, incorporating the latest consensus from October 202
  • Integrating the current IBF tool into the RRP, which includes enhancing both front-end and back-end capabilities as well as improving user interaction.
  • Conducting training sessions for stakeholders on the IBF framework and Rapid IBF tools, gathering feedback on the new tool, and preparing documentation on its potential usage and necessary adjustments.
  • Presenting the IBF tool used for cyclone forecasting at the PTC forum in 2026, including managing travel costs if applicable.
  • Creating and implementing a storyboard on IBF, ensuring it is effectively incorporated into the RRP.

Required Qualifications:
The position requires an advanced degree in Computer Science or Software Development, or an equivalent qualification in computer technology. Candidates should have multiple years of experience in software development, particularly in institutions with international exposure. Technical expertise in programming and open-source software is essential, with familiarity in database management systems such as Ruby, Python, SQL, Drupal, Solr, CKAN, Fenix, GIS, and D3 being highly advantageous.

Educational Background:
Candidates must possess an advanced degree in Computer Science, Software Development, or a related field. This educational background is critical for understanding the complexities of software development and the technical requirements of the role.

Experience:
The ideal candidate should have several years of experience in software development, particularly in contexts that involve international collaboration. This experience should include a strong track record of working with programming languages and database management systems, as well as a demonstrated ability to develop tools that enhance functionality and accessibility in a global context.

Languages:
