Job Overview:
The Project Analyst position is integral to the project titled 'Enhancing climate resilience in Thailand through effective water management and sustainable agriculture', funded by the Green Climate Fund (GCF) with a total budget of USD 17.5 million over five years. The role involves close collaboration with the Project Management Unit (PMU) established at the Royal Irrigation Department (RID) and requires the Project Analyst to ensure effective project management, coordination, and monitoring. The Project Analyst will be responsible for overseeing project implementation, ensuring that activities align with the Project Document, and providing technical and advisory support. The position requires travel to three target provinces to engage with local stakeholders and ensure the project's objectives are met, particularly in enhancing climate-informed water management and supporting vulnerable farmers.

Duties and Responsibilities:
The Project Analyst will have a wide range of responsibilities including:
  • Ensuring effective project management and coordination with the PMU and RID.
  • Facilitating annual work planning and budgeting processes.
  • Organizing Project Board Meetings and periodical coordination meetings to monitor project activities.
  • Overseeing procurement of goods and services and conducting budget and expenditure analysis.
  • Coordinating evaluations and audits, and monitoring project risks and mitigation measures.
  • Supporting the quality assurance of project deliverables and ensuring timely implementation of the Environmental and Social Management Plan (ESMP).
  • Providing policy advice and capacity building to national counterparts.
  • Facilitating knowledge management by documenting lessons learned and best practices.
  • Developing and implementing partnership and advocacy strategies to enhance project outreach and collaboration with stakeholders.

Required Qualifications:
Candidates must possess an advanced university degree (master’s degree or equivalent) in fields such as International Development, Sustainable Development, Environmental Management, Climate Change, or Environmental Engineering. Alternatively, a first-level university degree (Bachelor’s degree) in these areas combined with an additional two years of qualifying experience will also be considered. Candidates should demonstrate strong project management skills and experience in managing complex projects, particularly in the context of climate change and sustainable development.

Educational Background:
The educational background required for this position includes an advanced university degree (master’s degree) in relevant fields such as International Development, Sustainable Development, Environmental Management, Climate Change, or Environmental Engineering. A first-level university degree (Bachelor’s degree) in these areas, combined with additional qualifying experience, will also be acceptable. This educational foundation is essential for understanding the complexities of climate resilience and sustainable agriculture.

Experience:
The position requires a minimum of 2 years of relevant development sector experience at the national or international level for candidates with a master’s degree, or 4 years for those with a bachelor’s degree. Experience in project management, particularly in climate change adaptation and mitigation, is crucial. Candidates should have a proven track record of working with government and public organizations in Thailand or the Southeast Asian region.

Languages:
Fluency in English and Thai is mandatory for this position. Proficiency in additional languages may be considered an asset, but the primary requirement is strong communication skills in both English and Thai to effectively engage with stakeholders and project partners.

Additional Notes:
This position is full-time and based in Bangkok, Thailand, with travel required to the three target provinces of Phitsanulok, Sukhothai, and Uttaradit. The role is classified under Tier 1, which includes UNDP/UNCDF/UNV staff holding permanent and fixed-term appointments.
