By 2024, SI's humanitarian footprint in Burkina Faso expanded to include operations in the Central North, North, Sahel, and Boucle du Mouhoun regions. The country office consists of a coordination office in Ouagadougou, two field bases, and several sub-bases, with a budget volume of 16 million euros primarily funded by various international donors. SI collaborates with local partners and is part of several consortia to enhance its impact and effectiveness in the region.
Job Overview: The position of Missions is based in Ouahigouya and reports hierarchically to the Field Coordinator of the Grand Nord and functionally to the SERA Coordinator. The primary objective of this role is to support the implementation of the SERA strategy for the mission. The successful candidate will ensure the availability of SERA tools and processes and provide methodological support to program teams. Additionally, the role involves contributing to the capitalization and improvement of methods and techniques related to the SERA department. The position presents several challenges, including the deployment of the SERA strategy remotely, managing a high workload, and establishing bi-monthly SERA-Program meetings. The first two to three months will focus on deploying the SERA strategy, implementing a periodic data quality assurance system, and facilitating the final external evaluation of the MOFA 2991 project. The candidate will also be responsible for ensuring timely delivery of SERA deliverables and harmonizing data collection tools.
Duties and Responsibilities: The responsibilities of the Missions position include participating in the development of sectoral strategies (M&E, accountability, gender, do-no-harm) in alignment with the organization's policies and country priorities. The candidate will provide technical and methodological support to programs for the implementation of monitoring and evaluation activities, data management, and integration of cross-cutting issues. They will also participate in the development, review, and harmonization of monitoring and evaluation tools, ensuring the relevance of reports, analyses, maps, and recommendations produced. The role requires proposing adjustments or new activities to improve the quality of operations or approaches used by teams, as well as participating in the design and implementation of complaint response mechanisms. The candidate will supervise the operational technical teams of SERA, ensuring recruitment, integration, training, and evaluation of the team. Additionally, they will be responsible for reporting to the organization regarding SERA in accordance with Solidarités International's procedures and donor requirements.
Required Qualifications: The ideal candidate should possess a BAC + 4 degree in statistics, monitoring and evaluation, project management, social sciences, or a related field. They should have at least three years of professional experience in an international/humanitarian NGO, with a minimum of one year in a similar position. Experience in data collection, processing, and analysis of qualitative and quantitative data is essential, along with the development of monitoring and evaluation tools, accountability mechanisms, and the management of complaints and feedback systems.
Educational Background: Candidates must have a minimum educational background of BAC + 4 in relevant fields such as statistics, monitoring and evaluation, project management, or social sciences. This educational foundation is crucial for understanding the complexities of data analysis and program evaluation in humanitarian contexts.
Experience: The position requires a minimum of three years of professional experience in an international or humanitarian NGO, with at least one year in a similar role. Candidates should have experience in data collection, processing, and analysis, as well as in developing monitoring and evaluation tools and managing accountability mechanisms.
Languages: Fluency in French is mandatory, and proficiency in English is considered an asset. Strong communication skills in both languages will enhance the candidate's ability to collaborate with diverse teams and stakeholders.

The role is based in Ouahigouya, Burkina Faso, and offers a gross monthly salary starting from 2,310 EUR, which includes a base salary and a 10% annual leave allowance. Additionally, a monthly per diem of approximately 550 USD is provided. SI covers housing costs and travel expenses between the expatriate's home country and the duty station. The organization implements a work and leave alternation system, allowing for breaks every three months, along with additional rest days. Expatriates benefit from comprehensive health insurance covering medical expenses, including dental and ophthalmological care, as well as necessary vaccinations and malaria treatment.
