Job Overview:
The Project Management Consultant will play a pivotal role in supporting the transition from the current to the future ICAO Public Key Directory (PKD) system. This position involves providing project management support to ensure that the new PKD Operator meets all deliverables, milestones, and deadlines as outlined in the contract. The consultant will be responsible for closely monitoring contract milestone dates, reporting any issues to the PKD Officer and Contract Support Group (CSG), and ensuring that all necessary documentation is accurately maintained. The role requires liaising with various stakeholders to gather relevant information and ensure that both current and future operators fulfill their contractual responsibilities. The consultant will also prepare updates and presentations for the PKD Officer, CSG, and PKD Board, ensuring that all stakeholders are informed throughout the transition process. The ultimate goal is to ensure the timely and in-scope delivery of the new PKD system by March 31, 2026, in accordance with existing contracts.

Duties and Responsibilities:
  • Provide project management support for the transition to the new ICAO PKD system, ensuring that the new PKD Operator meets all contractual deliverables and deadlines.
  • Monitor contract milestone dates and report any issues to the PKD Officer and CSG, ensuring a no-surprises approach.
  • Document any decisions or change requests from the new Operator in a timely manner and direct them to the PKD Officer and CSG for decision-making.
  • Create and manage files detailing project deliverables, maintaining accurate records for future reference, including stakeholder management and communication plans.
  • Facilitate the timely review of project artifacts by the new PKD Operator, PKD Officer, and CSG, ensuring that reviews are documented accurately.
  • Manage project risks and changes in accordance with the project scope.
  • Liaise with stakeholders to ensure the collection and availability of relevant information, assisting ICAO and CSG with technical, operational, and strategic advice for project implementation.
  • Regularly report on progress towards project deliverables and prepare updates for the PKD Officer, CSG, and PKD Board as required.
  • Perform other related duties as assigned, ensuring that the transition is coordinated effectively and stakeholders are kept informed throughout the process.

Required Qualifications:
  • Essential: A first-level university degree (or academic equivalent) in aviation, law, finance, economics, engineering, or project management disciplines.
  • Desirable: An advanced university degree (Master’s degree or academic equivalent) in the aforementioned fields is preferred. If the degree is not in project management, additional post-degree qualifications in project management are required.
  • Essential: Ten (10) years or more of experience in managing and executing projects, preferably in an Information Technology context.
  • Knowledge of project management methodologies and tools (e.g., PRINCE2, PMBOK, GC PMM, SCRUM, SAFe) is essential.
  • Advanced relationship management skills and experience in navigating commercial vendor relationships and negotiations.
  • Excellent time management, coordination, and interpersonal skills, with the ability to work under pressure and handle multiple tasks concurrently.
  • Strong written and verbal communication skills, with the ability to articulate complex technical ideas to non-technical stakeholders.
  • Full computer literacy and proficiency in working with office equipment.

Educational Background:
The position requires a first-level university degree (or academic equivalent) in relevant fields such as aviation, law, finance, economics, engineering, or project management. An advanced university degree (Master’s degree or academic equivalent) is preferred, along with additional post-degree qualifications in project management if the degree is not specifically in that area.

Experience:
The candidate must have at least ten (10) years of experience in managing and executing projects, ideally within an Information Technology context. This experience should include knowledge of project management methodologies and tools, as well as advanced relationship management skills. The ability to work creatively and independently, along with excellent coordination skills, is essential for success in this role.

Languages:
Fluent reading, writing, and speaking abilities in English are essential for this position. A working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian, or Spanish) is considered desirable, as it may enhance communication with diverse stakeholders.

Additional Notes:
This consultancy position is part-time (50%) for a duration of nine (9) months, with the possibility of extension. The daily rate for Band C ranges from CAD$ 402 to CAD$ 578, reflecting the level of expertise and experience required for the role.
