Job Overview:
The Implementation Support Officer will play a crucial role within the Air Navigation Bureau (ANB) of ICAO, which is responsible for providing technical guidance and expertise in aviation-related disciplines to member states and industry stakeholders. The officer will be tasked with producing strategies for implementation support and safety oversight activities, reviewing information, and generating reports on a regular basis. This position requires collaboration with various sections and regional offices to ensure effective capacity building and support for civil aviation authorities. The incumbent will maintain country profiles, conduct needs assessments, and promote data-driven decision-making processes within the organization. The role is essential for enhancing the effectiveness of ICAO's implementation strategies and addressing identified deficiencies in aviation safety oversight.

Duties and Responsibilities:
  • Prepares evidence-based reports and briefing materials to inform ANB leadership and governing bodies on implementation progress, risks, and priorities. This includes reviewing implementation data, compiling information into concise reports, and presenting findings to inform decision-making processes.
  • Develops and maintains country profiles to provide a consolidated view of each State’s oversight and support needs, involving data collection, gap analysis, and coordination with regional offices.
  • Conducts needs assessments using monitoring and stakeholder inputs to identify and prioritize areas requiring ICAO implementation support, evaluating civil aviation authorities' capacity and preparing reports summarizing outcomes.
  • Coordinates with ANB Sections, Regional Offices, and partners to ensure alignment in the delivery of implementation support strategies, facilitating communication and monitoring progress.
  • Promotes processes for data-driven decision-making, developing frameworks, facilitating training, and integrating data insights into planning.
  • Performs other related duties as assigned, contributing to the overall objectives of the ANB and ICAO.

Required Qualifications:
Essential qualifications include an advanced-level university degree in engineering, statistics, aviation management, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Candidates should possess a minimum of five years of experience in engineering, statistics, or aviation management, with a focus on developing and implementing strategic plans for program support and oversight. Experience in statistical report writing and data analysis is also essential. Desirable qualifications include courses or certifications in aviation management or aerospace studies, as well as experience in conducting capacity building needs assessments and managing detailed profiles or databases.

Educational Background:
Candidates must hold an advanced-level university degree (Master’s degree or equivalent) in engineering, statistics, aviation management, or a related field. Alternatively, a first-level university degree with two additional years of relevant experience may be accepted. Additional courses or certifications in aviation management or aerospace studies are desirable.

Experience:
The position requires a minimum of five years of professional experience in engineering, statistics, or aviation management. Candidates should have experience in developing and implementing strategic plans for program support and oversight, as well as in statistical report writing and data analysis related to program performance. Desirable experience includes conducting capacity building needs assessments and managing detailed profiles or databases in a development or capacity-building context.

Languages:
Fluent reading, writing, and speaking abilities in English are essential for this position. A working knowledge of any other language of the Organization, such as Arabic, Chinese, French, Russian, or Spanish, is considered desirable.

Additional Notes:
This position is to be filled on a fixed-term basis for an initial period of three years, with the first year being probationary for external candidates. ICAO staff members are international civil servants and may be assigned to any activities or offices of the Organization. The statutory retirement age for staff entering or re-entering service after January 1, 2014, is 6
  • The remuneration for this position is set at a net base salary of USD $70,212 per annum, plus a post adjustment of USD $26,400 per annum, subject to change.
